A Study On The Role Play And Representative Behavior Of Contemporary Chinese Local People 's Congress

The well function of local people’s congresses is based on the deputies in local people’s congresses. Because of various subjective and objective reasons, the behaviors of local people’s congress at various levels in China have a certain distance from the rule of law and the expectations of the people at present, to a certain extent, which affect the function of local people’s congresses at various levels. According to the situation, if the source of deputies, the ability and quality of deputies participate in government and political affairs, the role-identity of deputies and the behavior orientation of deputies is ignored, the operation of the local people’s congress will be affected. So, it is necessary to study the behavior type and the role of deputies. Taking the important role of deputies into consideration, this research is carried out on the view of the role-identity and the behavior of the deputies. The details are elaborated from the following four aspects:The first part briefly describes the basis theory of the deputies of people’s congress. The theory is derives from western representative democracy process and widely spreads in China. A series of problems are formed between voter and deputies in the theory, such as:who are the deputies, what they represent, how to represent and the standard of a good deputy and so on. The answers to these questions are different based on different times and different genre theorists which reflect the different concepts of deputies of people’s congress. To well understand the China’s people’s congress system and the behavior of deputies, the theory of the people’s congress need to be treated seriously and positive.The second part elaborates the role-identified and type of behavior deputies in local people’s congresses. The knowledge and classification of role-identified is studied, by observing cases appeared in recent years, the role-identified, the behavior orientation and the type of performing duties of deputies are different.The third part describes the phenomenon that the role conflict and behavioral polarization of deputies, and the reason for deviation of behavior of deputies is systemic analyzed. Deputies are the bridge of the national government and the people, and they will face different expectations of two the different roles, therefore the role conflict is inevitable. The part-time system of deputies guarantees democracy in a certain degree, at the same time, the double roles of the deputies aggravate the role conflict. What is more, the deputies come from different nation, community and profession, not only do they have the common interest, but also the deputies’ respectively, which makes the self-interested decisions when performing duties and voting. The objective existence of diversity and multilayered of local interests as well as the weakness of supervision on deputies are disadvantage for the precaution for the behavioral polarization of deputies.In the last part, the constructive advices that improve the representation of deputies are put forward based on the theory and real reason for the behavioral polarization of deputies. By resolving the role conflict of deputies, improving the qualification of deputies constantly, putting the choice of deputies and deputies training into the mechanism, gradually improving of the constraint mechanism for the behavior of deputies which can effectively improve the quality of deputies and make the behavior of deputies toward the benefit to local government and voters.In conclusion, as members of organs of state power, the behavior of deputies in the role-identified and behavior of deputies has a great effect on the function of deputies in local people’s congresses. Therefore, it should be given full consideration that the role conflict and behavioral polarization of deputies in political practice, as well as the behavioral polarization of deputies should be corrected by analyzing the reason for behavioral polarization of deputies, changing the concept of the role, resolving the role conflict, improving the behavior of deputies and guarantee mechanism. Make the full play of deputies in local people’s congresses and the healthy operation of the local people’s congress come true.
