Research Of Local Government's Efficiency Evaluation Based On Dea

With the development of globalization, infomationization and knowledge-economy age, government is required to takes charge of more roles, and then the efficiency of the government management performance is facing a big challenge. For our country, there is not much ready experience to learn, so it is very significant for our society that how to find the weak points and the problems of the governmental management using existent resource, and improve it effectively.Most studies of our local management evaluation are oriented evaluation, such as building surveyor's pole of each item, giving them different power based on subjective opinion, and then evaluating their performance synthetically. What's more, in practice, Most of them take achievement into account merely and neglect cost. For Chinese featured socialistic construction have not much experience for reference, these studies can not only cause inaccurate subjective understand towards orientation, but also conduce low resource utilization ratio. Meanwhile, because of different scale of each region, these methods can find neither the reason why some regions'management efficiency is low, nor the different resource utilization ratio and return to scale. Based on these questions, research of this thesis starts, aimed to look for and discover the problem and weak point of regions in our country that Local Government's Efficiency is relatively low, from existing resource, through data envelopment analysis, and farther supply some valuable reference information for improve region management efficiency.This thesis firstly makes the definite meaning of Local Government management Efficiency, based on in-depth analysis of local government functions; Afterwards, stands out the advantage of DEA method in fulfill the purpose of research, based on relative literatures, through comparing several widespread efficiency evaluation methods, and then improves the restriction in practice application, combining Clustering Analysis; Meanwhile, combining government management function, intention of Local Government management Efficiency and theory of DEA method, through analyzing, gets principle of appraisement index systematic for Government management Efficiency, and establishes a reasonable effective appraisement index systematic, based on opinions of experts, supplies some reference for DEA method's application in our country's Government management Efficiency evaluation; Finally, through a case analysis validates the research results above, and obtained some improvement information for local government's management.
