In the globalization and under the influence of such factors as "new public management", the role of our government requirements from the traditional "management" is gradually moving towards the modern "governance". The government efficiency, as a part of governance, has been taken seriously in recent years. The third plenary session of the eighteenth of CPC puts forward new requirements on governance, which is the national management modernization, and how to cater to the new requirements, a new challenge to the research of government efficiency. As the main body of governance, the central government has played a pivotal role in the process of modernization of governance to local governments, on the other way round, the local government, as the central government policy practitioner, the efficiency and the realization of the modernization of governance is the foundation of national efficiency and management modernization, not only enrich management modernization theory system, but also provide feasible way for the realization of the modernization of governance.This paper firstly introduces the research background and significance of topic selection, then overviews on theory research at home and abroad. Secondly the paper introduces the related concepts of the government efficiency, management modernization, uses the DEA method to calculate the efficiency of local government, and analyzes the influencing factors that result in the change of local government efficiency with the regression model. According to the analysis results, the paper put forward the suggestions to improve the efficiency of local government.On the basis of theoretical research, this article integrated the previous literature on efficiency of the government to build the index system, using data envelopment analysis (DEA) to calculate the 2005-2013 Malmquist productivity index of 30 local governments at the provincial level, and calculate the eastern, central and western local government efficiency change of average. The conclusions are:from 2005 to 2013, among the national 30 provincial local governments (except Tibet), only eight provincial governments’Malmquist productivity index are greater than 1, the Malmquist productivity indexes of east where economic development is better are generally higher than the middle and the west, and the mean is greater than 1, which can be concluded that economic development is one of the factors influencing the Malmquist productivity index. In addition, we also can draw the technology index of less than 1, is the most fundamental in the improvement of Malmquist productivity index. According to the calculation of 2007-2013 data, we can conclude that, although the provinces in middle and west develop higher in the economics than that of the eastern provinces and cities, but the investments in environmental governance are also higher than those in eastern provinces and cities, which have restricted the government efficiency, so environmental factors have become an important factor restricting the government efficiency improvement.In this paper, we use the regression model to analyze factors influence the efficiency of 28 local governments at the provincial. From the regression equation of the three regions, legislation is the most common factor influences the local government efficiency changes within the three regions. The index of transportation and communication has greater influence on the efficiency of government changes in western provinces, the central region of the provincial government should strengthen the construction of social undertakings, such as education, health, employment, etc.
