Research On Community Policing In The Innovation Of Community Governance

With the update in the governing idea of Chinese communist party in recent years,the concept of social governance has become a popular topic in the academic community.The relevant research and discussion has also gradually extended to how the social governance can be realized.The community police is a subsystem for the social governance.Under the background of the innovation in the social and community governance,the in-depth research into community police can assist the public security unit to maintain the society stability,resolve the social conflict as well as prevent and fight the crime.It can also play an active role in building and improving the control system for social security as well as innovating in the social and community governance.Moreover,it can provide reference for other governmental sectors to participate in the social governance and build a harmonious society.It can push forward the rule of law at multiple levels and in various fields.The transformation in the governmental functions will also advance.Hence,it is of great theoretical and realistic meaning to research the community police in the innovation of community governance.Based on the basic theories of community governance and community police,this paper will elaborate on the essence and features of community governance and community police.The research achievements relevant to community governance and community police both at home and abroad have been also discussed.The relationship between community governance and community police has been explored on the basis of those theories.After verifying the inspiration of foreign experience on the development of community police in China,this paper has pointed out the needs for innovating in the theory and practice of community police from the perspective ofcommunity governance.By taking G District of S City as an example,this paper has made the exploratory research into the community police.Besides analyzing the relationship between community governance and community police in the district,this paper has also analyzed the current status of community police.The achievements on innovating in community police made in G District under the background of the innovation in community governance have been also recognized.Some problems existing in the community police,such as the establishment of self-governing organization,the distribution of community resources,the system of conflict resolution,the management and services for floating population as well as the system of social governance,have been identified gradually.After making an in-depth analysis on the cause of those problems,it has also confirmed the positive effect of innovating community police on innovating community governance.Lastly,countermeasures to and suggestions on community policing affairs reformation under the community governance innovation were put forward in this thesis,including setting up diversified governance models focusing on community policing affairs;completing laws and regulations system of community policing affairs under community comprehensive governance;blending community policing affairs into daily management of neighborhood committee and owners’ committee;increasing the public participation degree in community policing affairs;realizing community comprehensive governance led by community policing affairs;utilizing“new media” to raise the information-based level of community policing affairs.
