Research On The Development Of Community Welfare Under The Background Of Community Governance Innovation

The community governance innovation has not only promoted the mode of primary level governance,but also affected the community welfare for the residents to a great extent.The advance of community welfare in turn will contribute to the improvement of social welfare in general,and then mitigate the pressure of social welfare by virtue of the community's guarantee impact on its residents.This study,illustrated by the case of Jianye District and its 3 year's practical experience in the innovation of community governance,probes into the impact on the advance of community welfare brought by the change of community governance modes,and analyzes the interrelation between the two in order to enhance the sustainable advance of community welfare with the help of the innovation of community governance.Jianye District,which was confirmed as the experimental district for community governance and service innovation among the third batch nationwide in July 2015,passed the inspection for experimental districts successfully at the end of 2018.The innovation of community governance in the district,which had lasted for over 3 years,had gained plentiful achievements and likewise promoted community welfare.Before the 3 years' innovation of community governance was initiated,the characteristics of community welfare in Jianye District were as follows:complete system of community welfare was wanted,community welfare level was comparatively low,proportion of service-oriented community welfare was relatively scarce,forms of community welfare were imbalanced,subject duty for service supply was confused,welfare supply system was unsound,resources were hardly integrated and professional personnels were insufficient,production of community welfare were inefficient,developing environment for community wel fare was just average and participation rate of the residents was relatively low.After the constructive goal for the experimental district was realized,high-leveled systems for community welfare had been established in Jianye District,including community welfare for senior people,handicapped people,juvenile people,under-privileged people as well as the universal community welfare meant for all community members.The impacts of community governance innovation on the advance of community welfare were mainly shown in these aspects:the systematic contents of community welfare were completed by underscoring people-oriented governance,community welfare types were balanced by making the supply of community services significant,the supply system of community welfare was perfected by integrating the multi subject duties,the efficiency of community welfare supply was raised owing to the integration of resources and the training of professional personnels,the developing environment for the advance of community welfare was improved by reforming the structure of community governance.This essay fully recognizes the fact that the innovation of community governance in Jianye District has boosted the advance of community welfare,but in the meantime it also notes some issues in the advance of community welfare,such as absence of complete evaluation system of community welfare,financial shortage,over administrative characteristics in welfare supply,mismatch between supply and demand of welfare services,and excessive community administrative affairs,etc.To address these issues,this essay incorporates the actual conditions in the district and puts forward some suggestions with regard to further promoting community welfare by the innovation of community governance first a complete evaluation system of community welfare should be established,secondly the source of welfare funds should be broadened,thirdly administrative orientation should be weakened to prevent community services from floating on the surface,fourthly community analysis should be intensified to ensure the match between supply and demand of welfare services,and finally the community governance affairs should be reduced to make the neighborhood committee independent and service-oriented again.
