Study On The Implementation Of Water Permit System In Xianyang

Water permit system is an important policy of water resources management,which runs through the all stages of water management.It can reflect the management of local water resources.The precise implementation of the policy is conducive to the optimal allocation of water.there is often a deviation between the effect of policy implementation and policy objectives,which will seriously affect the realization of policy objectives,and then cause adverse effects on the overall interests of society.it’s necessary to correct the deviation.it’s necessary to find out the reasons and give the countermeasures,enhance the ability of water management.This paper is based on the comprehensive model of Sabatier Mazmanian policy implementation,through literature review,questionnaire,interview,collect the information of policy content and resources,target groups,implementer,external environment.After understanding the current situation,it’s found that the problems existing in the implementation of the policy mainly include:management confusion,lack of policy resources,low coordination,poor implementation.Using theoretical analysis of literature,interview data,descriptive statistical analysis,correlation analysis and ridge analysis of the data collected from the questionnaire,it’s found that the main reasons for the problems:the policy itself,lack of incentive mechanism for the target groups,lack of supervision mechanism for the executors and lack of understanding of the policy.Finally,under the guidance of the comprehensive model,puts forward some countermeasures and suggestions:adjusting the policy content,clarifying the policy instructions,improving the supervision mechanism of the implementation subject,establishing the incentive mechanism for the target groups,expanding the policy publicity,and formulating the implementation rules.In this paper,through the investigation of the status of the policy in Xianyang,to analyze the reasons for the deviation in policy,according to the analysis results,forward countermeasures and suggestions to correct the deviation,hoping to contribute to the improvement of policy and improve water resources management ability.
