Research On The Problems And Countermeasures Of Urban Community Purchasing Public Services

With the development of China’s social politics and economy,the improvement of people’s quality and life,people have more expectations and higher requirements for government management and service provision.General Secretary Xi Jinping pointed out in the Report Of the 19 th National Congress of the Communist Party of China that socialism with Chinese characteristics has entered a new era,The major contradiction in China’s society has been transformed into the contradiction between the growing needs of people’s life and the development of imbalances.In order to meet the people’s demand for a better life,our government has been constantly exploring.As a provider of traditional services,the government can only meet the most basic needs of the people,and the public goods and services can be provided are limited.However,the people’s needs are diversified and multi-level,and the corresponding services should be subdivided according to the types and provided in different ways,which is difficult for the government to achieve all inclusive services.In order to get rid of this dilemma,the government is trying to introduce a third-party social organization to provide services to meet the needs of the people through political and social cooperation.At the Third Plenary Session of the 18 th CPC Central Committee,the reform task of "innovating social governance" was proposed,which required stimulating the vitality of social organizations,correctly handling the relationship between the government and society,accelerating the implementation of the separation of government and society,and promoting social organizations to clarify their rights and responsibilities,autonomy according to law,and play their roles.The public services and matters that are suitable for social organizations to provide shall be undertaken by social organizations.On this basis,Xi’an is currently exploring and practicing the "four communities linkage" mechanism which means "taking the community as the service platform,social organizations as the service carrier,social work as the service means,and community voluntary service as the beneficial supplement".By giving full play to the various forces of grass-roots organizations,we can improve the way the government provides public services,enhance the service ability of the community,and meet the needs of residents in various aspects and levels as far as possible.From the perspective of the process of community purchasing public services,this paper uses typical cases of X Community purchasing public services to analyze the existing problems of urban community purchasing public services according to the four stages of project proposal,project approval,project implementation and project effect evaluation and finds out the main problems existing in the four stages.That is,the residents’ demand does not match with the project,the approval procedure is unreasonable,the project implementation is "landscape" and the evaluation standard is too "quantitative".Combined with the actual situation and relevant theoretical knowledge of Xi’an,this paper puts forward specific countermeasures from the following four aspects: determine the project based on public opinion,optimize the approval procedure,pay attention to the improvement of project "effectiveness" and formulate scientific project evaluation methods,so as to provide new ideas for Xi’an municipal government to improve grassroots governance and take a road to improve community services suitable for the specific situation of Xi’an.
