Study On Grid Governance Of Rural Community In S District Of Suqian City

Grid governance is an emerging social governance model,which has been widely promoted in rural community work and profoundly affects the governance structure of rural communities.However,under the background of the new era,there are many problems in rural community grid governance practice.Since 2013,S District has greatly improved the management and service level of rural communities by relying on an intelligent,process-oriented and "checklist-type" grid comprehensive governance system.However,in the process of responding to major issues such as epidemic prevention and control and population census,the grid governance of rural communities in S District obviously showed local "weakness" phenomenon.Based on this background,choosing the S District as the object of case analysis,using questionnaire survey method,explore the S District grid of rural community governance mode of prominent characteristics,existing problems and the causes of the problem,so as to answer why in the larger public issues governance,governance pressure S District grid of rural community governance model will appear unwell phenomenon.The research of this paper is helpful to enrich the research content of rural community governance in the existing rural governance research,and can provide reference for S District to solve the problems of rural community grid governance,so as to accumulate regional experience of rural community grid governance.First of all,this paper mainly introduces the research concept,basic theory and three typical grid governance modes: the model of community autonomy,government-led mode and hybrid governance mode.Then,based on the previously obtained questionnaire data about the grid governance status of rural communities in 11 towns and streets under the jurisdiction of S District,statistical analysis was conducted.One is the descriptive analysis of the questionnaire results;the other is the introduction of logistic regression model and the regression analysis of the questionnaire data by the data analysis tool SPASS19.0 software.The results show that there is a significant linear relationship between variables such as "personnel training,supervision and assessment mechanism,participation of social organizations,public service concept" and grid governance efficiency of rural communities in S District.Therefore,it is found that the prominent problems in grid governance of rural communities in S District include insufficient personnel training,imperfect supervision and assessment system,low participation level of social organizations,and the concept of public service has not been established.Based on the results of comprehensive analysis and the basic theories of network governance,this paper believes that the causes of grid governance in rural communities in S District are uneven quality structure of governance subjects,immature design of governance system and mechanism,relatively single source channel of governance guarantee,unsatisfactory mobilization effect of governance participation,etc.Finally,this paper puts forward feasible countermeasures to improve grid governance of rural communities in S District from the aspects of governance subject,governance mechanism,governance structure,governance guarantee,governance participation,social mobilization and so on.Through the research,this paper believes that S District should continue to promote the governance of the main body from "unified" to "diversified" transformation,forming a good situation of multi-main body coordination and co-governance.Relying on the information platform,the digitalization of grid governance can lay a foundation for establishing an effective coordination mechanism for each subject.S District should also improve the grid governance assessment system to achieve the unity of assessment form and content.S District needs to continue to improve the grid governance guarantee mechanism and enhance the social mobilization capacity of grid governance,and strengthen its own resource integration capacity and resource supply capacity.This paper has some innovation in the selection of research objects,and analyzes the problems of grid governance from the perspectives of grid workers and community masses.In addition,this paper adopts the method of case study and questionnaire survey,which is innovative in the application of the method.
