A Study On The Participation Of Social Organizations In Collaborative Governance Of Public Health Emergencies

In recent years,with the development of social economy and world pattern,China has entered a period of high occurrence of public health emergencies.Faced with the increasingly complex types of public health events and various causes,it is no longer realistic to completely rely on government departments to deal with public health emergencies.It is urgent to study how to effectively utilize the cooperative mode of the government,social organizations and other multi-parties to resist the related crisis.In this paper,on the basis of the study of a large number of domestic and foreign literature,on the basis of the theory of emergency management,multi-center theory,coordination theory,organization theory,such as knowledge,select the "D organization of Hubei province during the 2020 outbreak of the new champions league as social organizations to support local government governance",from the event background,synergy mechanism,the effective,the inner factors,etc.,studies of emergent public health events in the social organizations to participate in cooperative governance model research.This paper consists of six parts.The first part is the introduction of the paper,which summarizes the background and significance of the topic as well as the research review at home and abroad.Through a comprehensive collation and analysis of the relevant research at home and abroad,the research status at home and abroad is reviewed,so as to introduce the research perspective of this paper.The second part defines the meaning and scope of relevant concepts from an academic perspective,and introduces the theoretical basis of the research.The third part introduces the logical evolution of collaborative governance of public health emergencies in China and the positioning,role and overall effect of social organizations in collaborative governance on this basis.The fourth part mainly introduces the basic situation of the D organization and the actions and results achieved during the COVID-19 period.In the fifth part,on the basis of comprehensive D organization’s participation in social governance and collaborative governance during the anti-epidemic period,the difficulties and causes of D organization’s participation in collaborative governance are scientifically evaluated.The sixth part puts forward countermeasures and suggestions on how to improve social organizations’ participation in the collaborative governance of public health emergencies through sorting out the previous research contents and ideas.Through the study,it is found that when public health problems break out,the participation of social organizations in collaborative governance can effectively gather social forces and promote the efficient solution of public crisis.Based on the summary of the experience of D organization in participating in the collaborative governance of public health emergencies,this paper concludes that the difficulties of D organization in participating in the collaborative governance are caused by the imperfect system,the blocking concept of government governance,the deficiency of social organizations themselves and other comprehensive reasons.Finally,based on the reality,from the perspectives of the government,social organizations and individual citizens,the countermeasures to optimize the participation of social organizations in the collaborative governance of public health emergencies in China were put forward.
