Analysis Of Emergency Organization Cooperation Network In Response To Public Health Emergencies

The outbreak of novel coronavirus pneumonia in late 2019 threatened human life and health,and brought about the measurable losses to society and the country.This epidemic is also a big test for multi-agent participation in public governance.Although China has achieved strategic results in the fight against the epidemic in a relatively short period of time,it has given a satisfactory answer to the domestic people and the world.However,in the early days of the outbreak,due to the incomplete understanding of COVID-19 by relevant experts,the way and mode of transmission were not clear,and a large number of organizations suddenly entered the emergency system in Wuhan,which brought positive effects.At the same time,the infection rate increased,and the shortage of medical equipment and supplies would make the medical system unable to meet the epidemic needs at that time.In the epidemic prevention and control,timely communication between organizations is particularly important.Only by reducing the communication barriers between organizations and increasing the convenience of communication,can the level of cooperation between organizations be improved,so as to better deal with the sudden public health crisis.Therefore,it is necessary to analyze the communication cooperation network among government organizations,social organizations and business organizations in Wuhan during the epidemic period,which is helpful to find out the problems existing in the communication among various organizations,so as to put forward targeted suggestions.In this paper,we collect the cooperation data of Wuhan’s emergency organizations in the way of network acquisition,and use the social network to analyze the commonly used software Ucinet to carry out network analysis in COVID-19.First of all,from the perspective of the whole network to analyze the organization cooperation in the epidemic situation,the convenience of organization cooperation in the network is mainly measured by the index of network stickiness,which is an abstract description.In this study,the network density,shortcut distance between nodes and network cohesion index are used to describe,It is found that the overall network stickiness of cooperation network is poor,which indicates that there is less communication between organizations,and there may be communication obstacles between organizations.Next,if we want to find out whether there are factors hindering the cooperation between organizations,we need to analyze the distribution of information in the cooperation network from the perspective of individuals,that is,whether the information is controlled by a few organizations,or whether the transmission of information must pass through some nodes to other organization nodes in the network.The measurement of individual point of view,mainly through the centrality measure,agglomerative subgroup measure,core edge measure and other angles of analysis,the results show that the distribution of information is uneven,some organizations occupy an important position in the cooperation network,in the core position,most of the information is in the hands of these few organizations,or these organizations can control the transmission of information.Finally,considering the attributes of nodes,this paper analyzes the measurement of cross organizational cooperation relationship from the perspective of information communication.First,it assumes the structure of cross organizational cooperation relationship,and then uses the collected relationship data to verify the hypothesis.It is found that there are phenomena of information exchange,transmission and circulation in the information communication cooperation network,and the cooperation relationship between organizations with similar tasks or properties is frequent,The information communication among emergency Organizations presents the trend of network.
