At the end of 2019,the new crown pneumonia epidemic broke out in Wuhan,China,and it is still raging around the world today.A public health emergency of this scale is a huge crisis for all mankind.Medical systems around the world are overwhelmed,the production and life of people in various countries are severely affected,the global economy is in a downturn,and the international situation is becoming tense.After the outbreak of the domestic epidemic,under the party’s decisive decision-making and wise leadership,measures such as closed management and home isolation of all residents have been gradually implemented throughout the country.The domestic epidemic was quickly and effectively controlled,and normal production and life order was gradually restored.China’s anti-epidemic efforts are in Hubei,Hubei’s anti-epidemic efforts are in Wuhan,and Wuhan’s anti-epidemic efforts are in the community.As the basic unit of grassroots governance,the community has played a vital role in the domestic fight against the epidemic.This article studies the problems encountered in community emergency management under public health emergencies from the perspective of community governance and emergency management,and puts forward suggestions and countermeasures.By summarizing the research progress and results of emergency management in urban communities at home and abroad,based on the theory of community governance and emergency management,review and sort out the domestic "SARS epidemic","new crown pneumonia epidemic" and foreign "HINI" from the perspective of public management.Typical practices and results of community emergency response in the “flu epidemic” and “Ebola epidemic”.It is found that community emergency management still exposes many problems under the new crown pneumonia epidemic.This article analyzes the historical experience of community emergency management in typical cases of "SARS epidemic" and "new crown pneumonia epidemic",and compares the "West Africa Ebola epidemic" abroad.In the typical case analysis of the "American H1 NI Influenza Virus Epidemic",the response methods of urban communities were analyzed,and some innovative countermeasures and suggestions were put forward.This research is divided into seven parts.The first part is the introduction,which mainly explains the research background of the selected topic and the theoretical and practical significance of the research.Through the summary of domestic and foreign research,the research ideas and methods of this article are put forward,and the innovations and deficiencies of this article are summarized.Place.The second part is the core concepts and theoretical foundations.It summarizes the core concepts such as public health emergencies and community emergency management,and proposes relevant definitions based on the research perspective of this article;major scholars on the development of community governance theory and emergency management theory Summarize and summarize the main ideas,and propose the role of these theoretical foundations in the research ideas and overall framework of this article.The third part is an overview of the emergency management of urban communities in public health emergencies in my country.It reviews the basic framework of emergency management of public health emergencies in urban communities in China,and summarizes the basic practices and emergency management of public health emergencies in urban communities in my country.Main results.The fourth part is a case analysis of the emergency management of the new crown pneumonia epidemic in the Fangcao community in Wuhan,a brief introduction to the basic situation of the new crown pneumonia epidemic in Wuhan,and a summary of the typical practices of the Fangcao community epidemic prevention and control,and the emergence of public health in the urban community Incident emergency management provides corresponding enlightenment.The fifth part is the analysis of the existing problems in the emergency management of urban communities in my country in public emergencies,and puts forward the problems in the emergency management of domestic urban communities in public health emergencies,including the imperfect legal system of community emergency management and community emergency management.The main body is single and lacks autonomy,the establishment of community emergency management personnel is unreasonable and the material guarantee is insufficient,the community emergency management capacity is insufficient,the governance mechanism is old-fashioned,the community governance technology is inadequate and modern means are insufficient,the publicity and guidance is insufficient,and the psychological guidance is insufficient.The sixth part discusses the experience and reference of the public health emergency management of foreign urban communities,and analyzes the typical practices and enlightenment of the "H1N1 influenza" and "Ebola" epidemics in foreign community emergency management.The seventh part is to improve the countermeasures for the emergency management of public health emergencies in urban communities in my country.It is proposed to strengthen the implementation of community emergency management materials by establishing and improving the relevant laws and regulations of community emergency management,promoting the diversification of community emergency management subjects,and rationally setting up community emergency management human resources.Ensuring and perfecting the community emergency management mechanism to enhance emergency governance capabilities,building smart communities,promoting the modernization of community governance,improving the propaganda and guiding mechanism,building a community psychological service system,and other countermeasures,and improving the emergency management of urban communities in my country.
