Study On New Rural Community Governance In Yingqiu Town,Changle County

In order to ensure the " Three Rural Issues " decision to deploy ground work,continue to promote the modernization of national management system and management ability,In recent years,the CPC Central Committee has attached great importance to new rural community governance.has launched a number of policy,the new type of rural community as the basic unit and the key part of grassroots governance,to improve the rural community public service ability and level,to promote rural community governance system innovation.This article discusses the core issue of rural community governance,which has certain theoretical and practical significance for breaking through the dilemma in rural community governance and improving the level of rural community governance.In this paper,the literature research,interview and field investigation method,using the governance theory,community governance theory and new public service theory,Yingqiu Town,Changle County,the new rural community governance issues were studied.Papers in the first place for the Yingqiu Town,the new rural community governance satisfaction investigation,analyzes the good experiences and practices of Yingqiu town in the process of the new rural community governance,the paper also summarizes the existing problems,these include poor management and allocation of community funds,insufficient community management,low public service quality of community workers and insufficient participation of rural residents in community governance.Secondly,the cause of the problems in the new rural community governance in Yingqiu Town,Changle County was deeply analyzed,focusing on the analysis from the four aspects of the community fund investment mechanism is not perfect,the imperfect system of community management,the power of the community cadre team is not enough,and the main position of rural residents is not clear.Finally,the paper puts forward further perfect top Yingqiu Town,the countermeasures and suggestions of the new rural community governance,namely,explore diversified investment mechanism,innovating the community management system,strengthen community personnel team construction,improve the subject status of the rural residents,etc.,only more measures simultaneously,so as to further perfect the new rural community governance.
