Research On The Rural Community Construction In Changle County

With the deepening of reform and opening-up, China’s traditional "binary" social economic structure has gradually been broken. By 2003, China’s national income per capita has been over RMB 6000 Yuan, which indicates that China is transforming from a traditional agricultural society to a modern industrial society. To accelerate the transition, the strategy of comprehensively building new socialist countryside has been carrying out since 2006.The step of developing small and medium-sized cities was speeded up, by 2012 urbanization rate increased to 50%. The rapid growth of urbanization rate during past two or three decades represents the great achievements on China’s social and economic development, which meanwhile bring new contradictions. To build a modern new countryside from traditional agricultural society will be an important way to resolve those problems.To build new rural community is not only because economic social development can meet the basic demands of rural community, but also the current rural management system needs to adjust the path selection. This paper, with the new rural community construction in the process of urban-rural integration development as the social background, tries to search for the basic principles, objectives and main task for building new rural community combining the domestic study results. This paper also takes the rural community in Changle County as example to analyze the rural situation in the process of urban-rural integration, especially the situation and problems in Changle County. Meanwhile combining the successful experiences of industrious nations and China’s conditions of social, economic improvement, this paper makes a deep research and analysis for Changle’s conditions. The construction of rural community is a systematic project, especially in Changle, a agricultural and under-developed economically area, the condition is more complicated to build rural community. The writer is dedicated to make practical analysis to realizing the common improvement in urban and rural areas, through the resources integration,function enhancement and performance of public duty and governance in rural communities, also to improve the civilization in rural community, as well as how to deal with the most-concerned and difficult issues of local farmers. As last, this paper wishes to be a theoretical support for building the rural community in Changle County.
