Research On Public Crisis Data Governance From The Perspective Of Holistic Governance

Public crisis events have a wide range and great impact.In order to ensure that emergency management is scientific,effectiveand timely.the Communist Party of China and the government have continued to promote relevant emergency management work processes for a long time.In recent years,with the rapid development of information technology and the advent of the data age,data has gradually become a new type of asset.Data governance has become a new way to innovate governance models and improve governance efficiency.The existing public crisis management theories in the past can no longer fully meet the needs of public crisis governance in the context of the current data era.Public crisis data governance is born in response to the needs of the times.However,research on related topics based on theoretical perspectives is relatively limited.Holistic governance is a new paradigm of public management,which is guided by the ideals of citizens’ needs,the core mechanism of coordination and integration and the main means of information technology.The concept,value orientation and technical carrier all have a high degree of conformity with the public crisis data governance researched in this article.Therefore,building a public crisis data governance framework based on a holistic governance perspective has both theoretical and practical significance.The sudden attack of the new crown pneumonia epidemic in 2020 is a major test of Chinese emergency management system,and it is also a wide range of practical applications of public crisis data governance,which can more comprehensively show the current status of Chinese public crisis data governance.Hence,this article will take the prevention and control of the new crown pneumonia epidemic as an example,construct a framework based on the perspective of holistic governance,and analyze the problems in the governance of public crisis data.We will carry out the literature analysis and case studies.Owing to elite decision-making and uneven development of information technology,problems of scattered governance concepts,single governance body,lack of top-level design,resulting in process fragmentation,and low inter-departmental linkage and collaboration efficiency,will be found in the governance of public crisis data.Thus,in order to optimize strategies of further improving the levels of the governance of public crisis data,this paper will take further holistic governance as the perspective,focuses on the path to improve the governance capability of public crisis data and puts forward suggestions including establishing an overall governance capability view,promoting coordination and cooperation between departments,improving the evaluation mechanism and governance efficiency,etc.
