A Study On The Civil Disorder Strategy Of Grassroots Public Security In Dealing With Commercial Housing Issues

Since the Third Plenary Session of the Eleventh Central Committee,after the reform and opening up,China’s economic take-off has attracted worldwide attention,modernization has been gradually advanced,its international status has been rising day by day,and people’s lives have been improving day by day.At the same time,the reform has also brought negative social impact,unbalanced regional development,accelerated arrival of an aging society,widening gap between rich and poor,intensified competition among regions,and increasingly serious environmental problems.In particular,urbanization has intensified population mobility,and although it has driven the vitality of the market,various social contradictions that come with it have formed unstable factors that endanger the social security and stability of our country at present.Driven by the increasingly prosperous market and urbanization,Chinese urban residents have experienced a series of real estate market reforms.The implementation of various reform measures has promoted the vigorous development of the real estate industry,and the related supporting industries have also been effectively driven.In the past 20 years,a large number of new commercial houses have sprung up,improving the living environment and enhancing the investment environment.The real estate industry in developed areas even ranks among the international leaders and keeps pace with world-class metropolises.However,there are a series of internal and external problems arising from the commercial housing market,such as the performance of contracts by developers from the inside and environmental pollution from the outside.These derivative problems are essentially internal contradictions between developers and residents,but they are easily intensified because they can’t find effective solutions quickly,and eventually lead to mass protests and damage to social public order.In this paper,this kind of event is summarized as a group event of commercial housing problems.The mass incidents caused by commercial housing problems are reasonable to a certain extent,but the illegality of adverse consequences cannot be ruled out.When relevant departments deal with such incidents,considering their particularity,it is an important issue to give consideration to the two attributes.The basic-level public security organs are the first-line departments to deal with mass incidents.How to deal with mass incidents arising from commercial housing problems is the question explored in this article.The research of this article clarifies the relevant theories applicable to the research of this article through the review of related existing research.On the basis of theory,it sorts out three cases of commercial housing derivative mass incidents,and combines theoretical analysis to draw the basic-level public security agency’s disposal.The reality of the process of such incidents and the problems that exist in the process of unreasonable expression of appeals,poor on-site control,low coordination and cooperation,and failure to respond to the masses in a timely manner,finally proposed to improve the legal system,enhance public opinion guidance,improve collaborative governance,and protect civil rights And a series of policy improvement suggestions.
