Research On Government Responsibilities In The Governance Of Dengfeng Private Martial Arts School

Martial arts is China’s national skill,national quintessence.Private martial arts schools as basic educational institutions for imparting martial arts skills,training martial arts talents,and inheriting martial arts culture and an important component of private education in my country,it have achieved fruitful development results in the course of more than 40 years.This is not only due to their own initiative development,but also more important.Benefit from the government’s support and guidance for the development of private education and martial arts.However,with the prosperity and development of private martial arts schools.Problems such as lax approvals,profiteering,neglect of management,and disorderly development are very serious.There have even been illegal organizations such as "black martial arts schools","fake martial arts schools" and "black intermediaries" that evade supervision,which greatly restricts private schools.Especially in recent years,there have been frequent chaos in private martial arts schools.Taking Deng feng city as an example,law-related crimes such as training corporal punishment and accidental injuries and deaths of students in martial arts schools have been continuously exposed by the news media and continue to ferment.However,local governments mostly manage private martial arts schools in an extensive manner,allowing them to grow wild.In the specific governance process,the overall plan is lacking,the examination and approval are not strict,the process supervision is weak,the safeguard measures are weak,and there is a gap in the implementation of government responsibilities.The phenomena of,lack and inadequacy,urgently need to be improved and improved.This article uses literature analysis,investigation and research,and case studies to study the government’s responsibility in the governance of private military schools based on the theory of responsible government,social governance,and public goods theory,to study the responsibility of local government in the governance of private military schools.First,take Deng Feng City as an example to sort out the three stages of government performance in the governance of private martial arts schools: one is the cultivation and support stage: creating a good environment and promoting the establishment of cultural classes in the martial arts school;the second is the promotion stage: building a martial arts city,Establish a martial arts school examination and approval system;the third is the standard adjustment stage: carry out special governance,explore the black and white list system.Secondly,explore the main problems of the government’s responsibility in the management of the private martial arts school,that is,the government’s overall plan needs to be updated,policy supply needs to be strengthened,supervision needs to be improved,and financial support still needs to be increased.Thirdly,analyze the reasons for the lack of government responsibilities and poor performance,including the government’s selective governance awareness,the unclear division of governance powers and responsibilities,the difficulty of establishing a long-term mechanism for sports governance,objective resistance to government intervention in private martial arts schools,limited government funds and inadequate support mechanisms.Finally,the path for the realization of government responsibilities in the governance of private martial arts schools is proposed from four levels,namely,adhere to the government’s leading responsibilities in the governance of private martial arts schools,formulate overall plans for the healthy development of private martial arts schools,and establish a standardized system of private martial arts schools;List of school governance rights and responsibilities,promote the classification and classification of martial arts schools,strengthen the daily safety supervision of martial arts schools;support the construction of martial arts school industry associations,promote the participation of martial arts schools in social welfare;fund the construction of martial arts schools’ hardware facilities,and support the improvement of martial arts schools’ teachers.
