| Urban community governance is the basic project of urban governance,and it is a major issue concerning the improvement of the national governance level and the realization of a better life for the people.Since the 18 th National Congress of the Communist Party of my country,under the leadership of the Party Central Committee’s new ideas,new ideas and strategies for governing the country,major progress has been made in the governance of urban and rural communities across the country.Innovative reforms in urban community governance have been carried out across the country and a wealth of theoretical and practical experience has been accumulated.The new situation of urban community governance characterized by collaborative governance has gradually opened up.Hefei Binhu Century Community is one of the earliest urban communities in China to explore collaborative governance.This research takes this community as the research object,uses the literature research method to explain the related concepts and theories of "urban community" and "cooperative governance",and forms the theoretical basis for this research;uses the historical research method to review the historical evolution of Chinese urban communities,In order to reveal the actual problems and development trends of urban community governance;using the investigation method and case analysis method,in-depth analysis of the main measures and innovative experience of the collaborative governance of Binhu Century Community.The study also found that Binhu Century Community has responded to the common problems of disorderly multiple subjects and disordered governance content in the governance of urban communities across the country to a certain extent.However,the collaborative governance of the community still has problems such as the lack of legal guarantees for the coordination of multiple entities,the construction of smart communities facing multiple tests,the emergence of a crisis of involution of community governance,the excessive reliance on the party and the government,and the insufficient participation of residents.Based on the issues mentioned above,this research uses comparative analysis to analyze the typical experiences of collaborative governance of urban communities in the United States and Japan,and combines the reality of urban community governance in China,and finally proposes that party building should lead multiple entities and be guaranteed by the rule of law.The interests of various subjects,the enhancement of collaborative governance capabilities driven by digital governance,the use of non-institutional governance to consolidate the value of collaborative governance and the cultivation of community hematopoietic capabilities,create a pattern of co-construction,co-governance and shared communities,with a view to optimizing the collaborative governance of urban communities in China. |
