Research On The Urban Community Governance From The Perspective Of Modernization Of National Governance

Urban community is a basic component of modern city society. It is also important carriers of social governance. The Third Plenary Session of the 18 th Central Committee of the Communist Party of China put forward the proposal of the construction of national governance system. And community governance, as an important element of social governance, becomes a hot spot day by day. Under this background, developing the positive role of community governance in social governance further is of vital importance. It is important measure for the Party to improve the way of governing our country. It is used to strengthen the Party’s ruling foundation on the grass-roots level. It is of great significance to promote the modernization of national governance.This passage first elaborates relevant concepts, theories, history and present condition of urban community governance. It analyzes the interdependent relationship between the modernization of national management system and urban community governance. Upon this, it compares, researches, fully studies and draws lessons from successful experience and weak points of these models as to domestic typical community governance. As a result, it supports the main points of this passage.This passage studies current situations, effects and problems of Yicheng Street community governance through field interview and case study. The research results show that the present status of Yicheng Street community governance is comparatively in good shape. It fully implements the “one Party committee, one community residents’ committee, one work station, one comprehensive management of public” organization structure. It builds four-party-organization mode. It develops three clubs related to the society. It takes the market as the supplement, promotes diversified management and perfects the community service.Meanwhile, the research also finds that there exist some problems as follows. The government responsibility is not clear. The neighborhood committee has strong administrative color. The development of social organization is insufficient. Professional talent support and input in social fund for construction are not enough. The degree of participation of residents is quite low. Furthermore, the factors that give rise to community governance are worked out.As a result, countermeasures of optimizing the urban community can be found out: to change the functions of government, to clarify government function orientation in the community governance, to regulate the construction of community residents’ committees for community democracy, to develop urban community civil organizations for cooperation, to strengthen the construction of the owners’ committee, to intensify the team of urban community workers for better community management and service ability, to strengthen the government investment, to broaden the financing channels, to improve the participation of urban community residents, to improve the mechanism.
