Study On The Reform Of Administrative System In Dalian Area Of Liaoning Free Trade Zone

Dalian Area of China(Liaoning)Pilot Free Trade Zone(HEREINAFTER referred to as Dalian Free Trade Zone)is the third batch of free trade zones established in China.Its establishment is conducive to enhancing the opening-up of Dalian city and even northeast China and transforming the functions of the government.With the rapid transformation from a traditional society to a modern one,the government-led administrative system in Dalian area of Liaoning Free Trade Zone has gradually exposed some problems,such as unclear legal subjects,and the difficulty in sorting out the blocks.Therefore,in order to further improve the administrative efficiency of Dalian Area of Liaoning Free Trade Zone,enhance the vitality of the market,and promote the opening up to the outside world,it becomes particularly important to formulate a scientific and effective reform plan of administrative management system.This paper is focused on the administrative system of the liaoning dalian free trade zone area,the integrated use of literature research,empirical study and comparative analysis,field interviews and other research methods,delving into the liaoning dalian free trade zone area existing problems and reasons,and combining with the actual situation for the administrative management system reform implementation plan,for liaoning dalian free trade zone for the ongoing legal and institutional reform to provide the theory and practice basis.First briefly introduces the general situation of liaoning dalian free trade zone area and achieved excellent results,since listing and analysis on evolution of the administrative system,and the characteristics of the current management system,system of liaoning dalian free trade zone area existing external institutional constraints and problems existing in the internal operation mechanism,analysis its basic reason lies in the unclear legal status and lack of effective supervision.Second,starting from the analysis of classic cases at home and abroad advanced free trade zone,against Brazil,the United States,Singapore and tianjin binhai new area,shenzhen sea before free trade area construction and the management situation,combing advanced experience,analysis of the different national conditions using different administrative system,combining the reality of liaoning dalian free trade zone area,that should be taken to statutory body model of the administrative system,and the legal organization pattern take the feasibility analysis.Thirdly,by applying the new public management theory and the new institutionalism theory,combining the advanced experience at home and abroad and the actual situation of this area,the reform plan of the administrative management system of Dalian area of Liaoning Free Trade Zone is formulated.By amending the regulations,the legal subject status and governance structure of Dalian Free Trade Zone of Liaoning Province are clarified,the management framework of free trade Zone is improved,and administrative authority is reasonably granted to the free trade Zone.Finally,in order to ensure the smooth implementation of the scheme,a number of safeguards are implemented.It includes: focusing on the assessment and incentive mechanism of main responsibility and main business,implementing market-oriented personnel management system,optimizing the financial system of Dalian area,strengthening the supervision mechanism of Dalian area,etc.
