Study On Process Reengineering Of Administrative Approval Of Y City Pilot Free Trade Zone

Process reengineering of administrative approval was an important carrier and breakthrough of examination and approval system reformation,and also one significant way for streamlining administration and institute decentralization.Y area's officially approved by the state government as one of the experimental fields for reform and opening up.Since establishment it has undertaken 330 authorities from the national,provincial and municipal authorities,providing powerful supports for process reengineering of administrative approval.Y area's paid high attention to process reengineering of administrative approval and drew up many remarkable measures in these 2 years.But these were lots of difficulties and choke points such as unskilled in business,blindness in process reengineering of administrative approval,lack of supports from relevant departments and multiple information island problems,so that some had failed to achieve the results that they should have do.As well they directly reduce the satisfaction of enterprises and the masses.The paper uses field survey questionnaires,interviews and other methods,studying the effect of the re-engineering of the administrative approval process in the Y PFTZ.The whole paper was divided into four parts.The first part mainly analyzed the background of the topic of re-engineering the administrative approval process,purpose and significance of the research,Research status in China and abroad,clarified research content and research methods,developed the technical route.The second part mainly introduced the content of the process,reasons for process reengineering,history of process reengineering,Basis for rebuilding at the national and province level.in the meantime,forced on the important initiatives and the major achievements of process reengineering.The third part focused on finding problems of process reengineering mainly in legality,in linkage,in standardization and in discretion.This part mainly used questionnaires and interview method.For the four types of problems,analyzed the underlying causes of the above problems deeply.The forth part was finding the solutions According to the cause of the problems.Finally,five optimization suggestions were proposed.These five aspects mainly included how to obtain legality,how to coordinate and promote the reform of administrative system,how to conversion service concept,strengthen the balance of power and how to improve software and hardware.Based on rough analysis of research on the countermeasures of reengineering the administrative approval process in Y PFTZ.Hope to supply reference for process reengineering of administrative approval of Y area by means of my basic analysis and immature opinions from my work experience that relevant.
