Research On The Government Function In Rural Tourism Development In S District Of N City

According to the report to the 19 th National Congress of the Communist Party of China,in implementing the rural revitalization strategy,we must give priority to the development of agriculture and rural areas,establish,and improve systems,mechanisms and policies for integrated urban and rural development,and accelerate the modernization of agriculture and rural areas in accordance with the general requirements of thriving industries,livable ecology,civilized local customs,effective governance,and a well-off life.Rural tourism,a new industry,is an important part of China’s rural revitalization strategy.It can not only promote the increase of farmers’ income,achieve agricultural modernization,but also promote the steady improvement of rural development level.At the same time,actively accelerating the development of the rural tourism industry will help promote industrial integration,narrow the urban-rural gap,and significantly improve the effectiveness of targeted poverty alleviation and poverty alleviation.Therefore,rural tourism has been regarded as an important breakthrough to realize the rural revitalization strategy.How to promote the efficient and integrated development of rural tourism through the effective play of government functions is an important issue that must be faced at present and in the future.S District of N City has very rich natural scenery,agricultural industry,and historical and cultural resources,with a good foundation for the development of rural tourism.As far as the present situation is concerned,rural tourism in this area is in the initial stage of exploration,although some achievements have been made,there are still many shortcomings.Objectively speaking,in the aspect of rural tourism,S district has not fully played its due contribution to the economic and social development of N city.Throughout the domestic rural tourism industry,it is not difficult to find that S District is not a special case,and similar problems also exist in other areas to varying degrees.For the local government,how to promote the healthy development of rural tourism by transforming functions and making up for shortcomings based on the local actual situation has become an important issue that must be paid attention to and solved.Based on the summary of the rural tourism development on the basis of relevant theories,through the literature material law,questionnaire investigation,comparative analysis,and other research methods,our study summarized the three main problems existing in the development of rural tourism in the N city S district at present,including the guiding function of the center of gravity transformation is not sufficient timely,guarantee function is not optimized enough,the coordination function exercise is not perfect.According to the above problems,the deep reasons behind the analysis mainly lie in the three basic aspects,such as the deviation in the understanding of government functions,the lagging concept of the transformation of government functions,and the inadaptation of functions to the actual needs.This study draws lessons from Yixian County,Wuyuan County and other domestic rural tourism pilot areas as well as foreign rural tourism development experience,and obtains the enlightenment with promotion and application value: in the exercise of government functions,it is necessary to properly handle the relationship between administration and market;In the way of exercising government functions,we should deal with the relationship between delegating power and controlling.In the scope of the exercise of government functions,we must properly handle the relationship between macro and micro.From the perspective of government public management,this paper puts forward a series of operational opinions and suggestions to promote the development of rural tourism in the S district of N city.In the aspect of continuously optimizing the guiding function of rural tourism government,it is necessary to make high-quality guiding planning,expand fiscal,tax and financial policy support,and guide the rational use of land resources.In the aspect of continuously optimizing the guarantee function of rural tourism government,it is necessary to continuously strengthen the assessment and incentive,further strengthen external publicity,give full play to the role of industry associations,and continuously promote the recruitment and promotion of professional talents.In terms of continuously optimizing the coordination function of rural tourism government,it is necessary to establish and perfect the management system with clear rights and responsibilities,accelerate the implementation of cultural and tourism integration and innovation projects,and promote the project of improving the quality and efficiency of cultural and tourism services.
