Research On Optimization Of Government Behavior In Rural Tourism Revitalization

The countryside is the "main battlefield" for solving the three rural problems and revitalizing the rural economy,while the revitalization of rural tourism is a new "growth point" for promoting the prosperity of farmers,the stability of rural prosperity and the development of agricultural economy,and is an important grasp to realize the rural revitalization strategy.Undoubtedly,in the context of rural revitalization strategy,the revitalization of rural tourism cannot be achieved without the active guidance and promotion of the government,and the standardized and orderly development of rural tourism depends to a large extent on the effective and efficient play of governmental actions.In recent years,local governments have taken many measures in rural tourism revitalization,and have achieved milestones,but problems have also come and gone,some of which are intrinsic to the tourism market,while others are caused by governmental misbehavior.This paper takes Laoshan District as an example,and conducts a special study on the optimization of governmental behavior in rural tourism revitalization.First,through the examination of relevant domestic and foreign literature,the definition,types,related industries and interest subjects of rural tourism,as well as the concepts of market failure,governmental behavior and governmental failure in the field of rural tourism are elaborated,and the public goods theory and new public management theory and their fit with the study of governmental behavior are explained.The relationship between rural tourism revitalization and governmental behavior is explored,and the governmental role,governmental function and governmental role in rural tourism revitalization are clarified.Secondly,using questionnaire and interview survey data,the government behavior in rural tourism revitalization in Laoshan District is systematically observed,and it is found that the government is lagging behind in the construction of basic supporting facilities and the public service capacity is weak;the market management is not standardized and the government service efficiency is not high;the industry mode is not rich and the level of industrial integration is low;the benefit distribution mechanism is incomplete and the talent cultivation system is not sound.On this basis,we further analyze the factors of government behavior behind these problems,mainly in the management system is not smooth,the working mechanism is not sound;government departments are divided,coordination and linkage is not enough;support policies are low level of coordination,support is weak;market supervision system is not sound,law enforcement is not strong and so on.Again,the advanced typical regions of rural tourism-Zhejiang Anji and Shandong Rongcheng are taken as observation objects,and the experience of governmental behavior and the significance of reference of these two advanced typical regions are summarized and refined.Finally,the suggestions for optimizing governmental behavior in rural tourism revitalization are proposed in terms of improving the management system and mechanism of rural tourism,infrastructure construction,strengthening policy support,improving the supervision system,and innovating the mode of attracting and training.
