Research On Performance Evaluation Of Public Service Of Prefecture-level City Government In Shaanxi Province

At present,our society is in a critical period of in-depth development of reforms.In the context of the new round of political system reform,accelerating the construction of a serviceoriented government has become an important goal of building a harmonious socialist society.As an important part of the construction of service-oriented government,public services are increasingly becoming the focus of the work of municipal governments at various levels.Therefore,this article has a certain theoretical significance and practical value for the evaluation of the public service performance of prefecture-level city governments in Shaanxi Province.This paper first summarizes the domestic and foreign literature in the field of government performance and public service.On this basis,the public service situation of the 10 prefecturelevel city governments in Shaanxi Province from 2015 to 2019 is taken as the research object,according to the macro policy directions and indicators.Based on the design principles,a public service performance evaluation indicator system including two input indicators of scale and structure and five output indicators of equity,education,social security,medical care and environmental protection has been constructed.Secondly,using the BCC and Malmquist index models in the DEA data envelopment method,a comprehensive evaluation and analysis of the public service performance of prefecture-level municipal governments in Shaanxi Province were carried out from static and dynamic perspectives.The static research results of this paper found that 50% of prefecture-level cities in Shaanxi Province have achieved comprehensive efficiency and effectiveness in public services,60%have achieved pure technical efficiency and effectiveness,and 50% have achieved scale efficiency and effectiveness,and the effective units are all in northern Shaanxi and Guanzhong.Some prefecture-level cities.Through the projection analysis of the average value of the indicator data under the output orientation,it is concluded that the invalid units with both input redundancy and insufficient output in the 10 prefecture-level cities are Hanzhong,Ankang and Shangluo in southern Shaanxi.Three prefecture-level city government public service indicators proposed improvement plans.The dynamic research results found that the total factor productivity of public services of prefecture-level city governments in Shaanxi Province showed a downward trend from 2015 to 2019.Only Yulin City has slightly increased and improved.The main reason for this trend is the decline in efficiency due to technological progress.Impact.According to the evaluation results,this article proposes the prefectural level of Shaanxi Province from the following aspects: establishing a public service performance management center,in-depth promotion and application of big data technology,improving government public service supervision mechanism,giving play to the role of regional public service demonstration,and optimizing the allocation of government public service resources.Countermeasures and suggestions for the optimization of municipal government public service performance.
