With the development of society and economy,both in China and other countries, various kinds of unconventional emergencies emerge in endlessly. In recent ten years, our country has also experienced a series of serious unconventional emergencies,such as "Wen chuan earthquake","Ya an earthquake ","Yu shu earthquake","Shanghai stampede" and so on,they caused a great threat to national stability and people's life and property. In the face of potential threat brought by unconventional emergencies,our country need to make systematic and comprehensive response urgently. The government can not meet the requirements of the unconventional emergency management lonely. The government organizations,non-governmental organizations and enterprises should cope with unconventional emergencies jointly.In this paper, the research emphasis in the organization cooperation in unconventional emergencies response.Firstly, analyze the current situations and problems of organization cooperation in unconventional emergencies response and related factors;secondly, introduce the network of organization cooperation in unconventional emergencies response from the network node, the types of network and network content . Further use the method of social network analysis measuring the network structure and network relationship.Finally,put forward policy suggestions about consummating the network of organization cooperation in unconventional emergencies response.This paper tries to research the organization cooperation in unconventional emergencies response combing quantitative analysis and qualitative analysis from the view of network.
