| On July 11,2021,the CPC Central Committee and The State Council issued the Opinions on Strengthening the Modernization of Grassroots Governance System and Governance Capacity,which further pointed out the development direction of grassroots emergency management.The construction of modern emergency management system and the improvement of crisis management ability of grass-roots government in the new era are important contents of the construction of national governance system and the realization of modernization of governance capacity.Since January 2019,in accordance with the decision and deployment of the central committee on institutional reform and the requirements of the work plan of Shandong Provincial Party Committee and Tai’an Municipal Party Committee,Feicheng started the municipal institutional reform and formally established the Feicheng Emergency Management Bureau.Under the background of institutional reform,the emergency management structure of Feicheng township government has changed,which not only provides new opportunities for the construction of scientific,efficient and standardized emergency management system,but also poses new challenges.Grass-roots township government emergency management work close to the people’s production and life,related to the people’s life and property safety and social harmony and stability,social attention is generally higher.The crisis management of grassroots township government involves a wide range,a wide range and a long front line.How to do the emergency management of grassroots township government well in the new era is an important and urgent topic.In this paper,in the perspective of the villages and towns government emergency management at the grass-roots level,to institutional reform under the background of status each emergency management as the foundation,according to the theory of crisis management and new public service theory as the instruction,based on the status of each evaluated integratedly emergency management system in-depth research,using the method of questionnaire,interview method,literature research methods such as study of emergency management system for the villages and township status,This paper analyzes the current situation of emergency management of township governments in Feicheng City under the background of institutional reform,points out that there are problems in the emergency management of township governments,such as the incomplete prevention and preparation mechanism,the non-standard warning and monitoring mechanism,the response and disposal mechanism still need to be improved,and the rehabilitation and recovery mechanism need to be improved,and analyzes the reasons.And then find out the improvement of perfecting the township government emergency management countermeasures and Suggestions: mechanism innovation to build prevention guarantee system,perfecting the risk build crisis warning and monitoring system,to strengthen the rescue promote crisis handling ability,improve the problems arising from the crisis recovery mechanism,so as to status of each township government emergency management scientific,standardization,standardization provides guidance and help. |
