The rapid development of the national economy, a stable and harmonious social environment can not be separated. In this regard, this paper attempts to do this, human resources competency model theory is introduced to a range of duties of the public security organs in order to explore the public security ranks Competency situation. In this regard, this paper Dalian City Public Security Bureau NB detachment as an example to study the structural dimensions of competence, analysis of different views on the demographic variables competency structure. In the study, a comprehensive study of a variety of methods described herein, the first questionnaire prepared and distributed, and then collected questionnaire data were analyzed to verify the structural model to be explored.The results show that the structure of the competency of the police detachment consists of five dimensions, namely general ability, work skills, personality traits, moral qualities, political quality in five dimensions, competency NB police detachment relatively good, its competence force level differences in demographics no significant differences in all subscales is not entirely obvious.
