The rapid development of the national economy, a stable and harmonious social environment can not be separated. At present, China is due to the social transformation, social conflicts and therefore is also accompanied by economic development focus on the outbreak, especially in social criminal rate rising, increasingly serious public order situation. Violent crime, terrorist crimes, has become a high incidence of criminal cases in recent years, leading to lack of public security, social harmony and atmosphere damage. In this regard, the public security organs to solve the problem is located in the first line, which for a stable social order situation, have an important duty in the fight against crime, the role of the public security organs is indispensable. Therefore, how to enhance the performance of duties of the public security organ effect, enhance their team building, to better meet the needs of social and economic development, it is the focus of current research. In this regard, we can focus on the study of the public security organ of the competence of personnel.Competency Study is currently a hot issue, which was originally used in the business world, competency-based model of human resource management, play an important role in the business world. However, incorporated the use of public authorities, is still in the research stage theory, practice is not much use. In this regard, this paper attempts to do this, human resources competency model theory is introduced to a range of duties of the public security organs in order to explore the public security ranks Competency situation. In this regard, this paper Dalian City Public Security Bureau NB detachment as an example to study the structural dimensions of competence, analysis of different views on the demographic variables competency structure. In the study, a comprehensive study of a variety of methods described herein, the first questionnaire prepared and distributed, and then collected questionnaire data were analyzed to verify the structural model to be explored.The results show that the structure of the competency of the police detachment consists of five dimensions, namely general ability, work skills, personality traits, moral qualities, political quality in five dimensions, competency NB police detachment relatively good, its competence force level differences in demographics no significant differences in all subscales is not entirely obvious.
