At present, along with reform and opening up gradually thorough and socialist market economy unceasingly perfect, under the guidance of the view of scientific development, China's political, economic, cultural, social and other undertakings are in advance by leaps and bounds, overall national strength and international competitiveness will increase sharply, people's living standards are generally improved. However, due to various reasons, the impoverished part of the ethnic development is relatively slowly. Impoverished parts of the ethnic civil servants to their executive ability, the decision-making level, and the overall quality at largely determine the region's economic and social development. Therefore, how to select, cultivate firm political position, fine quality, style skilled, and strong competency of impoverished parts of the ethnic civil servants, its significance is self-evident.However, in the existing process of employing civil servants, people tend to investigate person's work ability, working performance, knowledge literacy and other kinds of phenomena. Pay less attention or be lack of scientific methods to value orientation, attitude towards life, psychological quality and so on. It leads to the tremendous waste of scarce public human resources; hamper the development of the civil service at the impoverished parts of the ethnic seriously and the comprehensive construction. But just at this time, foreign competency and its model research is in full swing, shows the strong vitality, this provides us a feasible method and basis undoubtedly to construct a scientific and reasonable civil service in minority region.But in China, the research competence and its model is beginning relatively late, related research's focus also focused on enterprise senior body, to the civil servants particularly impoverished parts of the ethnic civil servants competency research opposite less, the breadth and depth of the study needs to be strengthened. Therefore, this article is to conform to the research studies trend of foreign competency and model. And to introduce the related research to civil service system, focus on civil servants'competency research in minority region, construct civil servants' competency model correspond to actual actively, improve the traditional civil servants quality criteria, with its scientific and reasonable civil service for the impoverished parts of the ethnic selection, training and examination of employment, it provides theoretical basis for gears, reconsider and do its work and improve the efficiency in the use of the public human resource.
