China began to implement reform and opening up in 1978,and has since entered the stage of rapid development of specialized farmer cooperatives.As a new rural economic organization,it has strengthened the rural collective economy,driven farmers into the market economy,and become an effective carrier for improving rural social governance.With the deepening of agricultural modernization and rural revitalization,the development trend of farmer professional cooperatives has also appeared from profit to governance in the past forty years.The fourth Plenary Session of the 19th CPC Central Committee proposed to accelerate the establishment of a social governance system featuring "Party committee leadership,government responsibility,democratic consultation,social coordination,public participation,rule of law guarantee,and scientific and technological support".The national governance system provides policy basis for specialized farmer cooperatives to participate in the new rural governance pattern.Specialized farmer cooperatives have become an important force to promote the modernization of rural social governance system.Although farmers’ professional cooperatives have carried out a series of practices on rural social governance,there are still some deficiencies such as lack of human resources and lack of coordination,which lead to irregular development.Therefore,it is of far-reaching significance to standardize and improve the rural social governance structure and help to ensure the harmonious development of rural society to discuss the related issues of farmer professional cooperatives’ participation in rural social governance.In recent years,the government of Changji Prefecture in Xinjiang has given greater support to the new rural cooperative economic organizations.The number of farmers’ professional cooperatives has reached 1372,of which 27 have been selected as national demonstration cooperatives.The demonstration drive of participating in rural social governance is obvious.This paper takes Changji Prefecture of Xinjiang as the research area,selects the members of the representative farmers’ professional cooperatives and the local village cadres as the research objects,and mainly adopts the methods of questionnaire survey and interview.The main conclusions are as follows:1、In the process of driving local farmers to increase their income and become rich,Changji farmers’professional cooperatives gradually play a role in rural social governance,and the comprehensive governance effect is obvious.The main ways and approaches are as follows:(1)publicizing the policy of benefiting the people to the villagers and helping the government to implement the relevant policy of benefiting farmers.The economic driving effect is obvious.63.6%of the members surveyed said that the income growth was obvious,and 91.5%of the members thought that the level of agricultural technology had been significantly improved.(2)The cooperatives lead the villagers to participate in Festival cultural activities and enrich their spiritual life.(3)Cooperatives are committed to promoting the construction and repair of rural infrastructure,improving as much as possible,and participating in the governance of the village’s human settlements.(4)The cooperative carries on the ecological agriculture planting,has improved the rural ecological environment.(5)Help the poor families in the village and promote rural education.(6)The participation of cooperatives in rural dispute mediation reduces the factors of rural social instability.2、There are still many problems and difficulties in the participation of farmers’ professional cooperatives in rural social governance in Changji Prefecture.It is mainly manifested in the following aspects:(1)the leadership of the grass-roots Party committee is insufficient,and the governance bodies are lack of coordination.(2)The relevant legislation lags behind,and cooperatives have insufficient stamina to participate in rural social governance effectively.(3)The development of cooperatives is not standardized,and the ability to actively participate in rural social governance is insufficient.(4)The lack of talents in cooperatives affects the authority of social governance.(5)The cultural quality of farmers in cooperatives is low,and their awareness of active participation in social governance is weak.3、In this paper,we summarize the achievements of farmers’ professional cooperatives in the practice of rural social governance,and discuss the shortcomings of them.On this basis,we will continue to improve and provide practical development measures.First,we should strengthen the government’s meta governance role in the rural social governance system.The specific countermeasures are as follows:strengthening the construction of Party organizations,giving full play to the leading role of grass-roots party committees to the governing bodies;improving laws and regulations to provide legal basis for cooperatives to govern rural society.Second,for cooperatives themselves,we should constantly improve their ability to participate in rural social governance.Specific measures include:improve the rules and regulations of cooperatives,enhance the degree of democratic management of cooperatives;strengthen the training of cooperative talents,and guide participation in rural social governance.Third,we should focus on cultivating the sense of responsibility of farmers’ participation in social governance.The specific suggestions include:to improve the farmers’ initiative consciousness of participating in social governance;to cultivate rural social "brokers" and to improve the comprehensive quality of leaders participating in rural social governance.
