Research On The Reform Of The Management System Of Economic Development Zone

As the engine and tap of regional economic development at regions,the Economic Development Zone has great power in promoting economic and social development.This thesis regards the management system reform of Gaomi Economic Development Zone as the breakthrough.And the thesis is based on the New Public Service Theory and the Administrative Organization Theory.It is focused on analysis of the current management system of Gaomi Economic Development Zone.Lots of research conclude that the problems are mainly focus on undefined department functions,incomplete organizational leadership structure,informal personnel management and the low service level.And the analyzes causes of problems have internal and external part.This thesis put forward four suggestions on how to change the current management system of Gaomi Economic Development Zone,include the establishment and integration of internal working institutions,the innovation of management system,the improvement of personnel recruitment and assessment system,the promotion of service level.According to the full optimization and adjustment,the common problems of the current management system can be solved completely.Finally,it would promote the operation of Gaomi Economic Development Zone more efficiently.In the process of the management system reform of Gaomi Economic Development Zone,it should put the economic function maximization as reform theme.The reform should grasp two characteristics that are liberalization and specialization.The liberalization stands for the innovation of management system about Management Committee and Company.The specialization stands for the evaluation of personnel recruitment and assessment system.The goal of the reform is transforming management function about the enterprises service.Finally,the reform solves problems about personnel management,departments establishment and working methods of the original management system.It will stress autonomy and flexibility of the management system prominently.In this way,the reform of the management system will arouse vigor and capacity of the Gaomi Economic Development Zone.It will make the whole zone more smoothly,confidently and lightly.And the reform will make the zone reposition its role,enlarge its economic advantages.In the end,this change will be enhance the strength of the zone and drive the stable development of regional economy.
