| With the continuous advancement of my country’s urbanization process, population flow has shown a new trend of change, from a large-scale national flow to a small-scale regional flow.In recent years, domestic first-tier cities have introduced various preferential policies to protect the labor and living rights of migrants in order to attract outstanding talents, and regional "grabbing wars" are on the horizon.According to Tiebout’s(1956)theory of "full voting",the increase in the quantity and quality of public services provided by the city can effectively meet the higher personal life needs of residents and effectively increase the city’s attractiveness to floating population.Currently, there are differences in regional economic development in my country,it could also be observed that the supply of urban public services has a significant gap. Therefore, exploring the relationship between public services and population mobility can help continue to improve the allocation of urban public services, promote the orderly flow of regional populations, and ensure economic health sustainable development. This paper selects panel data on population mobility and public service supply in37 major cities in my country from 2011 to 2018,and divides the specific types of public services into five types: basic education, medical and health, social security, environmental protection, and transportation services, starting from the perspective of cities,Applied the global principal component analysis to obtain the comprehensive evaluation scores of public services in major cities, and the systematic GMM regression method to empirically test the correlation between public service supply and population flow, and conduct further heterogeneity analysis. The empirical conclusions of this paper show that: First, the provision of more high-level public service supplies in major cities will effectively attract more migrants, and the public services of social security, basic education, health care, and environmental protection in major cities will all improve the city’s public services.Secondly, the impact of public service supply on the population flow of major cities differs for cities in different regions, with the greatest impact on the eastern region, while the central region has a relatively low degree of relative impact, while the western region has no significant impact;finally, the public The impact of service supply on population mobility in major cities is heterogeneous in scale. For cities of different sizes, increasing the supply of urban public services can increase the attractiveness to the floating population.Among them, public services have the greatest impact in large cities.Based on the conclusions of empirical research, this article believes that policy makers should pay attention to the important impact of public service supply on population flow, focus on improving the supply level of urban public services,so that all permanent residents can enjoy urban public services, and improve the equalization of public service areas.,To promote the orderly flow of regional population. For cities of different regions and sizes,we should focus on adapting measures to local conditions and enable the supply of public services to maximize the incentive for population flow.It could be illustrated that begin with the supply-side reform, public services are more closely matched with the needs of urban residents, the supply level of various public services in the city should be improved, and the guiding role of the supply of public services for the floating population should be reasonably played to promote harmonious and healthy development of urban agglomerations. |
