| The green book on population and labor: a report on China’s population and labor issues released by the institute of population and labor economics of the Chinese academy of social sciences in January 2019 predicted that China’s population would peak at 1.442 billion in 2029,enter a sustained negative growth from 2030,decrease to 1.364 billion in 2050 and 1.248 billion in 2065.If the TFR remains at 1.6,negative population growth will occur around 2027,and the population will shrink to 1.172 billion by 2065.In the next 10 years,the contradiction between China’s total population will gradually be alleviated,while the contradiction between China’s population structure will become more and more prominent.By the end of 2018,the proportion of people aged 65 and above in China’s total population had reached 12%,approaching the level of an aging society.Population aging has become a normal state in China,but China has not yet formed a comprehensive and systematic public policy system on how to deal with the problem of population aging.While the supply of labor quantity in China is decreasing and labor cost is rising,the labor-intensive industries in China will be transferred from the developed regions to the less developed regions and the foreign regions with lower labor cost.Under such a background,how will the labor force population flow within the scope of our country?As growth slows,local governments need to breathe new life into their economies through innovation.Talent,as the source of economic innovation,is favored by local governments.Local governments have introduced talent introduction policies to attract highly educated talents and promote the inflow of talent population.It is particularly important to study how the distribution of basic and developmental heterogeneous public services by local governments affects the mobility of stratified population.In order to explore the impact of heterogeneous public services on stratified population flow,based on the theoretical model analysis of Cobb-Douglas production function,this paper conducted ols and systematic GMM empirical regression analysis using 31 provincial panel data from 2006 to 2016.The results show that increasing the ratio of heterogeneous public services will increase the regional talent pool and decrease the regional labor pool.In the condition of a certain accumulation of basic public services,the improvement of the quality of developmental public services will attract the inflow of talents.The influence of the two kinds of heterogeneous public service quality improvement on labor flow is related to the changes in economic efficiency and cost of living caused respectively.Therefore,local governments should combine regional economic characteristics and stratified population distribution to distribute heterogeneous public services. |
