| Since the concept of equalization of basic public services was firstly proposed in my country in March 2006,Party committees and governments at all levels have successively issued a number of special plans and a series of guarantee measures for equalization of basic public services.To achieve "equalization of basic public services" by 2035.Jiangsu Province,as one of the representative construction provinces,leads the country in the introduction of policies and construction level,but there are still some shortcomings and weaknesses.The overall performance is that the service level between different sub-sectors is high and low,and some service projects are in different regions.The coverage of different countries is large or small,which is the actual embodiment of the regional differences in the equalization of basic public services in my country.Through a comprehensive review of the existing research results at home and abroad,this paper combines multidisciplinary theories such as the public goods theory of political economy,the two principles in the theory of justice in political science,and the new public service theory of public administration.The core concepts in the process of transformation: the basic public services and equalization are clearly defined,and the scope of the equalization of basic public services studied in this paper is clarified.Based on the blueprint,some indicators have been deleted,optimized and supplemented,and a comprehensive evaluation index system of basic public service equalization covering ten key construction sub-fields in the province has been constructed.And it is specifically divided into four types of regional characteristics: "high-level growth","high-level regression","medium-level growth" and "low-level growth",of which the first two characteristic regions are composed of cities located in The economically developed cities in southern Jiangsu,the "medium-level growth" characteristic regional cities are mainly located in the middle of Jiangsu with relatively good economy,and the "low-level growth" characteristic areas are mainly composed of relatively economically relatively low-level cities located in northern Jiangsu.Weak cities;and among the ten key construction sub-fields,the most prominent differences are found in basic social insurance and basic social services that are closely related to basic livelihood security.The conclusion that the regional difference coefficient has been in the forefront of the ten sub-fields for a long time and the shrinking trend is not obvious during the "Thirteenth Five-Year Plan" period lays the foundation for the subsequent analysis of influencing factors.In the analysis of the influencing factors of regional differences,the influencing factors mentioned in the existing research results and the proposition of government serving citizens in the new public service theory are combined,and indicators are selected from the two endpoints of supply and demand: government and population,and correlation analysis and regression analysis are introduced.Quantitative research,combined with qualitative judgment,comprehensive analysis of regional differences and representative sub-fields,it is concluded that the level of economic construction is a dominant factor with a significant impact,and people are a potential factor with a significant impact.From the former point of view,for Jiangsu Province,whose economic strength is significantly better than that of the central and western regions,the general fiscal transfer payment that has been verified by scholars as a catalyst is no longer the main force of people’s livelihood expenditure,but the endogenous fiscal capacity of each region and the level of government attention.,These are all based on the local economic infrastructure.All localities should not only pay attention to the improvement of per capita GDP,but also pay attention to the real improvement of the three pockets of fiscal revenue,enterprise efficiency and residents’ income based on this.Therefore,in the quantitative analysis The correlation coefficients of indicators such as the per capita livelihood expenditure,the per capita disposable income of all residents,and the proportion of small and micro enterprises operating income that reflect the above situation are significantly higher than other indicators.From the latter point of view,the ultimate goal of the equalization of basic public services lies in people.On the basis of vigorously developing the economy,and based on the population structure and demand of the region,accurate provision of basic public services is an important consideration to improve the level of equalization.Therefore,in the quantitative analysis,the level of equalization of basic public services in regions with relatively high per capita indicators is also relatively high.Indicators such as the population dependency ratio,which reflect population survival pressure,have obvious negative effects.Indicators such as years of education show a significant positive impact,and so on.Finally,according to the above analysis conclusions,three major suggestions are put forward: firstly,to lay a solid foundation for the equalization of basic public services according to the situation,specifically to improve the basic public service standard system,strengthen the institutional guarantee foundation,and clarify the basic public service implementation principles and strengthen the equalization foundation.2.Strengthening economic development,enhancing endogenous fiscal capacity,and strengthening the foundation for financial security;the second is to make up for the shortcomings of equalization of basic public services according to the situation,specifically to make up for the shortcomings of obvious areas with basic social insurance and service Housing is to make up for the shortcomings of potential areas,and innovative service supply is the way to make up for the shortcomings of supply.The investigation mechanism has been improved with external supervision.From the three perspectives of foundation,development and supervision,it provides suggestions for Jiangsu Province to take the lead in realizing the equalization of basic public services in the country. |
