Abstract/Summary:
With the rapid development of China’s economy and society and the task of deepening reform in an all-round way,China has experienced the reflection from the traditional bureaucratic centralization mode to deepening the reform of administrative system and innovating the management of government functions.The traditional closed and lack of communication model of government relations can not cope with more and more public administrative affairs.After the 18 th National Congress of the Communist Party of China,a new round of government institutional reform has been launched.Streamlining administration and delegating power has become an important focus to transform government functions and improve government governance ability.In fact,streamlining administration and delegating power not only involves the empowerment and commitment of vertical governments,but also involves the re integration of power,responsibility,process,resources and other elements in the vertical governments.In essence,it is the problem of coordination between vertical governments.The vertical synergy of this study is to strengthen the contact and communication between district level government management departments and local governments after the change of power relations,and make them support each other,cooperate with each other and cooperate closely in specific administrative activities through institutional arrangements and legal norms.However,in the actual process,due to a dominant power structure relationship between the vertical departments of districts and towns.That is,the town level government is subordinate to or subordinate to the district level government.This kind of leadership obedience relationship is mainly reflected through the personnel and financial relations between the competent departments of the district government and the functional departments of the town government.Therefore,in the process of power undertaking,it is easy to lead to the lack of long-term and endogenous coordination of vertical departments due to the alienation of power,deviation of function or improper operation process.How to effectively promote the coordination of government departments in the process of power undertaking is an important issue to improve the grass-roots management system.This paper focuses on the influencing factors and specific collaborative performance of the vertical collaborative relationship of district and town departments after the power undertaking.The specific influencing factors include power responsibility relationship,organizational structure,resource allocation and process integration.The relationship between power and responsibility is the readjustment of the relationship between power and responsibility in the process of power transfer,including the coordination of administrative power change,organizational structure adjustment,personnel and financial power transfer.The adjustment of organizational structure is the re integration and coordination of different departments,levels and personnel in the mutual connection and division of labor.Process integration is the way of how to scientifically and effectively undertake power matters and cooperate with district level departments to serve the public,which is embodied in the platform innovation relying on information and network technology.Resource allocation refers to the re combination of resources.Vertical resource allocation refers to the re adjustment and guidance of relevant human,financial and material resources by the government in accordance with the principle of consistent rights and responsibilities.Taking C Town as an example,this paper analyzes the fact of department collaboration by using four aspects of influencing factors and performance,and analyzes the resistance existing in department collaboration and the reasons for the formation of resistance.And further put forward the path and Countermeasures to promote the vertical relationship coordination.It is found that there is an uncoordinated state in the collaborative relationship of power,organization,process and resources among district governments,which leads to the shortage of personnel power,financial power,data sharing,supporting mechanism and collaborative power.This paper argues that the collaborative relationship should be readjusted in terms of power,organization,process and resources,so as to promote the coordination of power,responsibility,function and process between districts and towns.
