| With the overall improvement of people’s living standards,the number of motor vehicles in cities across the country has increased sharply,and many cities are facing the plight of air pollution,which seriously affects people’s lives and health,causing the attention of all walks of life to the air pollution problem and social problems.Among them,the pollution problem of high-emission vehicles is particularly serious,which gives birth to the policy of limiting high-emission vehicles in cities.What is the status of the implementation of high emission restriction policy? How does the current stage limit travel policy carry out force? Is the policy having the desired effect?Achieve policy objectives? Is there a gap between the status quo and the goal? All of these need further study.The motivation and logical starting point of this study is exactly based on the need of practical and theoretical exploration.Combined with the theory of policy implementation process,the main research ideas of this paper are as follows: Based on the idea of block analysis of policy implementation,the "four factors" in Smith’s model of policy implementation process are selected as the analytical framework of this study.Meanwhile,by means of linear analysis,the influencing factors of high-emission vehicles are constructed by combing relevant literatures.From the perspective of idealized policy,executing agency,target group and multiple subjects of policy environment,we can understand the effect of high-emission vehicle driving restriction policy more deeply.In this paper,the relevant materials and data needed for this study were obtained through reading journals and literature,visiting government departments,consulting relevant portals,and in-depth interviews.The relevant policy texts of China’s urban high-emission vehicle restriction are summarized,and the development experience and lessons of China’s urban high-emission vehicle restriction policy are summarized.Through in-depth analysis of the implementation of high emission vehicle driving restriction policy in Nanjing,it is found that the current driving restriction policy has achieved certain effects,but there are still some problems.With the help of in-depth interviews,the target groups and government departments are taken as the entry points to further investigate the policy of driving restrictions and conduct in-depth research on the interviewees.Finally,the paper analyzes the problems in the implementation of high-emission vehicle restriction policy in cities,so as to provide ideas for effective ways to improve the implementation effect of high-emission vehicle restriction policy and enhance the implementation of public policy,and promote the healthy development of green civilization in society. |
