The Construction Of Honest Government In China Under The Perspective Of Good-governance Theory

With the development of our society, detriments of corruption impress us heavily,and the problem of corruption has become increasingly prominent and urgent which is urgent to deal with. China has achieved high points in anti-corruption work where amounts of molecular sanctions against corruption and the construction of a clean government reaching great progress as well. However, the situation of anti-corruption in China is still acute by which China is fettered in developing. It is realized that the support from civil-society and the private sector is indispensable for government in the fight against corruption.A new government of China proposes to promote national-governance systems and governance-capacity modernization, which fits the reality of China and benefits the socialist modernization development in China. The direction of this reform is to change the situation that government as the center of the power to rule instead of the governance from multi-subjects. The plight of building a clean and honest government in China, is the over-weigh power of government, lack of information disclosure,indeterminacy of responsibility and indifference to incorruptible culture, while the increasing awareness of participation of civil citizens and the developing of civil-society become an engine to drive this country moving forward. The governance and good-governance theory change the traditional way of administration. It demands the cooperation between the government and civil society, also called collaborative governance, in order to maximize the public benefits, which provides a new paradigm for the construction in China.Based on a comprehensive study of the good governance theory and the theory of honest and clean government worldwide, this paper analyses the process of building a honest government in China. And then, it provides an analysis of the situation of anti-corruption in China in the sight of good-governance theory,and points out those changes in China. At last, it proposes several suggestions for constructing an honest and clean government in China in the new period.
