Research On Improving The Governance Ability Of Telecom Network Fraud In G City

In recent years,the incidence rate of traditional criminal cases is declining,but telecom and network fraud cases due to the characteristics of criminal group,multiple types,low cost,difficult to recover stolen money,showing a growing trend,has become an important factor threatening the property security of people throughout the country and even the world.However,at the present stage,the governance ability of many local governments in China for telecom network fraud crime still needs to be improved.Government departments and relevant social organizations have not established an efficient and unified telecom network fraud fighting and governance system,which cannot fundamentally reduce the losses caused by telecom network fraud crime.Therefore,it is very necessary to pay attention to the governance mechanism of telecom network fraud crime to protect the people’s property security and social harmony and stability.Based on the governance theory,this paper studied the governance of telecom network fraud in G city by field survey,in-depth interview,case-analysis,fuzzy comprehensive evaluation method and other methods on the basis of reading and sorting out relevant research on telecom network fraud at home and abroad.This article first define the telecom network fraud crime,the governance capability of the core concepts,through the actual survey,in-depth interviews and other methods summarized telecom network fraud has gangs,types,low cost and recover stolen money or goods more difficult of the four characteristics,and from the aspect of local and national level analysis,the management status of China’s telecom network fraud.Based on the above theoretical research,the author by Delphi method and analytic hierarchy process(AHP)to construct the "early warning" to prevent "disposal" case "governance effect" as the primary index of telecom network fraud governance evaluation index system and give the corresponding weights are at all levels,in the city as an example of G fuzzy comprehensive evaluation,the evaluation results show that G city’s telecom network fraud governance ability score is 3.039551368,at the general level.Then combined with the fuzzy comprehensive evaluation results of G City,through expert interviews,the author summarizes the emergence stage of G city in the process of telecom network fraud governance there are imperfect laws and regulations system,supervision and management work are not comprehensive,not sufficient,the main body of the coordination mechanism is not perfect and governance technology is relatively backward.Finally,in view of the problems existing in the governance process of telecom network fraud in G City,the author consults many anti-fraud experts based on governance theory and information asymmetry theory.From the relevant laws and regulations of the telecom network fraud governance,foster the subject of non-governmental governance,perfect the governance body between the coordination mechanism,strengthen the telecom network fraud management technology research and application aspects proposed the concrete improvement measures,and the research process of this paper is summarized and prospected,in the hope of telecom network fraud crime can get effective governance.
