As the information technology is developing rapidly,telecommunications fraud,which has posed a threat to personal property safety and society stability,becomes a concern to the public and draws high attention from the government.telecommunications fraud is hard to be managed in that it usually is committed remotely by criminals that are sophisticated in technology and that it often involves fast turnover of cash flow and high volume of data.As a result,telecommunications fraud governance requires cooperation from multi-departments.Under the cooperating governance,the telecom crime rate has dropped;however,the loss amount remains as high as billions of Chinese dollars,which indicates that the fraud governance impact is below expectation.What compromise the effect of cooperative fraud governance?Based on data collected from interviews,observations and Guangdong telecommunications fraud case studies,this article analyzes the underlying problems in the existing cooperating governance by mapping out the management network,listing the participating departments and their respective responsibilities.It concludes that the fraud management ineffectiveness is caused by inefficiency in capability,cooperation,and communication.It also identifies 4 key factors for the success of fraud management-governance enforcers,governance methods,governance systems and governance structure and suggests that the government should take more ownerships,strengthen the cross-department cooperation,better utilize the resources,as well as rebuild the trust amount departments.
