Study On Cooperative Governance Of Telecom Network Fraud In C City

In recent years,telecommunication network fraud cases are disgusting,but they are endless,and the ways and means of fraud are constantly changing.From past cases,we can see that no matter whether the elderly or the young,whether they have received higher education or lower education,they may be trapped by criminals.However,telecom network fraud cases have certain particularity.Cross-regional and non-contact criminal activities have brought challenges to the investigation work,and a series of black and gray industrial chains carefully laid out and linked behind criminal activities are also very mature,and the fight against governance is facing many difficulties.Therefore,this paper takes C city as the research object,analyzes the problems of collaborative governance of telecom network fraud in C city at present,and puts forward effective solutions.In this paper,literature research and case study are used to study the collaborative governance of telecom network fraud in C city.This paper explains the basic concept of telecom fraud,sorts out the main types and characteristics of telecom fraud,and analyzes the harm brought by telecom fraud.This paper analyzes the current situation of telecom network fraud cases in C city,and introduces the basic situation of telecom network fraud cases in C city.At present,C city has carried out cross-departmental cooperation in the collaborative governance of telecom network fraud,and at the same time,it has integrated resources in various fields and cooperated with public security in other regions to handle cases.This paper sorts out the main types and characteristics of telecom fraud in C city from past cases.However,there are still many problems,such as poor cross-border collaborative governance effect,lack of collaborative governance system platform and limited collaborative governance subjects.The reasons are as follows: firstly,the multi-agent collaborative governance model has not been formed;secondly,the collaborative governance mode is deficient;thirdly,the collaborative awareness among the governance subjects is not strong,the goals are different,and the collaborative mechanism is not perfect.Combined with the above analysis,this paper puts forward the countermeasures of cooperative governance of telecom fraud in C city.First,strengthen the leading role of the government,strengthen the coordination of multiple departments,strengthen the leadership of government organizations,and strengthen the cooperation between police,banks and police enterprises;Second,build a system linkage investigation platform based on three networks and three platforms,optimize the data integration platform,and strengthen system linkage;Third,the society is widely involved,and social citizens jointly publicize prevention and guide other market entities to participate in governance.
