In the 21st century,thanks to the rapid development of telecommunications and Internet technology,great changes have taken place in the social and economic structure and the way people live,study,work and play have quietly changed.The new telecommunication network technology brings convenience to the public at the same time,it also gives birth to a new type of crime--telecommunication network fraud,which involves a large amount of money and great harm to the society.In recent years,telecom network fraud has become the most cases,the fastest rise,the most extensive,the people respond to the most intense type of crime.Although the government and all sectors of society have taken certain governance measures,telecom network fraud is still showing a high incidence,there are governance difficulties,the situation of weak attack.How to improve the level of targeted telecom network fraud governance,curb the spread of telecom network fraud is imminent.Taking Qingzhou as an example,this paper summarizes the cases of wire fraud in Qingzhou in the past four years,obtains a large number of first-hand information on wire fraud cases,and systematically analyzes the cases through literature research,quantitative analysis and statistical analysis,as well as the reality and governance measures of wire fraud in Qingzhou.This paper studies the reality of Qingzhou telecom network fraud and governance measures,through further analysis of Qingzhou telecom network fraud governance process there are insufficient financial operation of telecom network,the lack of fighting ability,poor awareness of the masses and other problems,and the causes of the problem are analyzed.By studying the advanced governance experience of other regions in China and combining the above analysis,this paper puts forward suggestions for improving the governance of telecom network fraud in counties by applying basic theories such as collaborative governance theory and information asymmetry theory.A from set up the cooperative idea,compaction governance responsibility main body and improve the coordinated management linkage mechanism construction of telecom network fraud collaborative management pattern,the second is to strengthen telecom network,such as banks and third-party payment industry regulation,three from resource integration team construction,funds guarantee,investigation countermeasures for telecom network fraud crackdown,Fourth,we should mobilize the enthusiasm of the masses,strengthen the protection of personal information,improve the pertinence of publicity and optimize the way of publicity.Through layer upon layer analysis for the county telecom network fraud governance to provide optimization ideas.
