A Study On The Present Situation And Problems Of The Development Of Military-civilian Integration Industry In Lvliang City

In recent years,the development of military-civilian integration has become an important way to promote industrial transformation and become a new economic growth point of comprehensive national strength.The Party Central Committee pointed out a strategy that we should adhere to the unity of a rich country and a strong military.The strategy,meanwhile,has been raised to the level of the national strategy.We should strengthen unified leadership,top-level design,innovation and implementation of major projects,deepen the reform of national defense science,technology and industry,to form a deep pattern of military-civilian integration development,and to build an integrated national strategic system.In recent years,the government of Lvliang has been guided by Xi Jinping’s thought on socialism with Chinese characteristics for a new era,from the height of maintaining the security and development of Lvliang,based on the concept of integrated development,and through improving its development mechanism and innovation.The development measures achieve the effect of driving the construction of national defense with local economic development,while promoting the development of local economy with national defense construction.By means of literature research,field investigation,questionnaire and other methods,the paper systematically analyzes the present situation of the military-civilian integration industry in Lvliang,and compares the relevant experiences of other regions and foreign countries in the development of the military-civilian integration industry by using SWOT analysis and analytic hierarchy process.In response to its development,there are problems such as low enthusiasm for social capital investment in the military-civilian integration industry,lagging provincial and municipal policies,unclear powers and responsibilities of relevant departments,unclear responsibilities,weak talent base,and poor transformation of national defense scientific and technological achievements.It is suggested that the government of Lvliang should adopt the strategy of advantage-opportunity,and vigorously promote the development of military-civilian integration industry by widening the financing channels,improving industrial transparency,straightening out the government structure,upgrading system and policy support,establishing an industrial platform for military-civilian integration,increasing technical investment and research and development,and strengthening the transformation of military-civilian industry.
