Research On Optimization Of Public Service Of Grassroots Government In Developing E-Commerce Of Agricultural Products

In the report of the 19~thh National People's Congress of the Communist Party of China,rural revitalization strategy was proposed.Since then,the related policies,digital techniques and the returning of the talents have brought a mature market and new opportunities for E-commerce of rural agricultural products.E-commerce of rural agricultural products enters a new era.P County is located in the southeastern Part of Guangxi Zhuang Autonomous Region with a population of about 1.6 million,including a rural population of more than 1.3 million.It is a large agricultural county with rich agricultural resources.In December 2018,it was listed in the Dominant Areas of Agricultural Products with Chinese characteristics,and then chosen as the Demonstration County of Safe Agricultural Machinery of the Year of 2018 in January,2019,so P County is capable of accelerating the development of rural E-commerce.An active respond to the requirements of rural revitalization by optimizing government public services helps seize the important opportunities of preferential policies and promote the development of agricultural E-commerce,the economic and social development of rural areas,which will greatly impact the overall economic and social development of P County.Optimizing public services is an important part in service-oriented government.The government provides public services,so as to promote the rapid development of agricultural products and E-commerce,which has become the focus of grassroots governments.In recent years,P County's E-commerce of agricultural products has vigorously developed based on local characteristics and government's continuous improvement of public services,but it also faces many problems.This paper takes P County of Guangxi as the research object to study optimization of public service of grassroots government in developing E-commerce of agricultural products.It combines work experience of grassroots government with related survey in the county,with the methods of field investigation,symposium,consulting literature and interviews,in order to investigate public service system of E-commerce of agricultural products in P County,and explain the status.It evaluates the practice of grassroots government in promoting the public service of E-commerce of agricultural products.With the theory of service-oriented government and the concept of people-oriented,society-oriented,market-oriented administrative service,as well as supply-side theory,focusing on the increase of public service quality and standardizing government power,the paper proposes four ways:firstly,strengthening functional transformation for a service-oriented government;secondly,people-oriented improving the local planning and supporting system;thirdly,social-based broadening the public service supply channels;fourthly,market-oriented developing E-commerce industry of agricultural products from the aspect of supply-side reform.It aims to provide some theoretical and practical reference for promoting the healthy development E-commerce of agricultural products and improving the grass-root government's services.
