Research On The The Fault Tolerance And Correction Mechanism Of County-level Cadres Under The Background Of Grassroots Load Reduction

As the "last kilometer" to undertake various businesses,the grassroots is the "nerve end" of the government to serve the people.In recent years,institutional reform has pushed the government’s role to decline,and community-level officials have shouldered many arduous tasks,including reform and innovation,ecological protection,community-level governance,and the stabilization of letters and visits,making community-level Party and government officials unbearably miserable.Therefore,from the authorities to local governments have issued policies to reduce the burden on grassroots cadres.However,there are also concerns that,as China enters deepening reform time,mistakes in reform and innovation occur from sometimes,and it is more and more difficult for officials to start their own businesses.In practical work,there are also such phenomena as the general accountability at the grassroots level and "one-vote veto",which make grassroots officials dare not do what they want to do,and it is difficult for them to play their role in reducing burdens.Therefore,on the basis of decrease the load,effective measures should be further taken to encourage grassroots cadres to take on their responsibilities,reform and creation.To this end,in 2019,the official released the Notice on Resolving Issues of Formalism and Alleviation loads at the basic level,which clearly requires that "a fault tolerance and error correction mechanism be established for grassroots public officials",so as to connect the fault condone and rectify error system with specific work at the grassroots level.In terms of discussion,Xi Jinping and other important leaders also raised on many occasions the need to build a fault-tolerant and error-correcting mechanism to effectively encourage cadres to take responsibility.After the introduction of policies by the central administration,policies also carried out active seeker,but still faced many difficulties in practice to adapt to the error tolerance and error correction mechanism,which also provided an opportunity for this paper to study the error tolerance and error correction mechanism.This paper focuses on fault tolerant error correction mechanism under the background of enquiring cadres at the grassroots level,comprehensive General Secretary Xi Jinping of leading cadres fault tolerant error correction of ideas,system analysis,design of policy text deeply at fault tolerant error correction mechanism typical cases,combined with x county cadres questionnaire investigation and the present policy documents,Boundary that should the "wrong",which is facing the current absence of fuzzy mechanism,operation mechanism is not perfect,form a complete set,fault tolerant error correction atmosphere is not thick,policy differentiation is bigger,etc,comprehensive study of root causes,and put forward to improve opinion suggestion,in order to provide fault tolerance error correction mechanism of the beneficial supplement,make party member cadre "fear" "can do".
