Abstract/Summary:
With the rapid development of informatization in China,smart government portal can realize the unified management of website content,centralized sharing of information content,and the interconnection of Internet,mobile portal and social media services.At the same time,it can be people-oriented,integrate the business of multiple departments,build a government one-stop portal and improve the efficiency of the government.Meet the personalized online services and public interaction needs of public service objects,and comprehensively meet the needs of government website online services,public information release and interactive communication.The government provides efficient services for residents and enterprises,which helps residents and enterprises to invest more efficiently in social and economic development,speed up urban economic construction and improve public satisfaction with government service capacity.Build a first-class government service center,follow the public service concept of "convenience,effectiveness and clean government",provide high-quality services to the public and strengthen internal scientific management.The construction of smart city also needs the realization of smart government scene.Compared with the traditional portal project,the smart government portal project has the characteristics of high security demand,complex technology and wide project scope.The project needs longer construction cycle and more capital and manpower.The project construction involves data sharing,which requires the communication and cooperation of personnel from multiple departments,which increases the construction risk of the project.For government departments,project management is complex,and the government information project management ability is limited.Therefore,for the government and the contractor,when building the smart government portal project,we must jointly do a good job in the risk management of the project.This paper takes the smart government affairs portal project of C economic Development Zone as the research object,collects project-related information,makes use of project risk management theory and classical software project risk management model and other basic knowledge,and uses the brainstorming method to effectively identify 5 categories of 20 risk factors.In the process of risk evaluation,the analytic Hierarchy Process(AHP)is used to evaluate and analyze the risk factors of the project,and a judgment matrix is constructed to determine the weight proportion of each risk factor and arrange it.Fuzzy comprehensive evaluation method is used to get the risk grade of the whole project and the first-level index of the project.The risk factors are divided into A class(key risk factors),B class(sub-key risk factors)and C class(general key risk factors)by using pareto analysis method.Finally,risk response strategies are proposed according to the overall risk of the project.It provides guarantee for the smooth implementation of smart government website construction in C economic development Zone,reduces project construction risks,and provides reference and basis for risk management of other similar software projects.
