| The basic level subsistence insurance policy is an important part of T city’s social security policy.Effective implementation of the basic subsistence minimum policy is the responsibility of governments at all levels and has a bearing on the well-being of the people.The effective implementation of the subsistence allowance policy is conducive to enhancing the credibility and authority of the government,narrowing the gap between the rich and the poor,improving people’s lives,easing conflicts and improving people’s livelihood.Although the implementation of the basic level subsistence allowance policy is so important,there are still many problems in the implementation of the basic level government policy.To enhance the level of low income policy execution,the reference policy execution model,Smith around low policy,actuators,target groups,the execution environment four dimensions,in X town,for example,the problems existed in the basic-level government subsidies policy implementation investigation and study,field survey found that T the city basic unit government in the process of low policy implementation problems are as follows:The lack of flexibility in the implementation of the policy itself;At the level of executive agencies,the problems include the lack of manpower at the grassroots level and the weak sense of responsibility of the grassroots executive agencies.At the level of target group,there are some problems,such as the ambiguity of the target group and the interest appeal of the marginalized group.The implementation environment includes the urgency of the implementation time of the subsistence allowance policy,the complexity of the accreditation of the subsistence allowance,and the characteristics of the institutional pressure of the implementation environment.Through the study and analysis of the problems,this paper combs out the suggestions of the basic level government to improve the implementation level of the subsistence allowance policy.The policy level of subsistence allowance includes reserving space,perfecting the supervision and verification system,establishing a credit system,and establishing an effective accountability system.Target groups,including strengthening the publicity of the subsistence allowance policy,and simplifying the application and approval process of the masses;At the level of implementing agencies,it includes strengthening personnel training,improving the verification system of subsistence allowance,strengthening the connection of the whole process of policy implementation,and balancing the flexibility of the implementation of subsistence allowance policy.In terms of optimizing the execution environment,it includes unimpeding the channels of public opinion expression,strengthening the openness of all links of policy implementation,and establishing and improving the supervision reward and punishment mechanism.Target groups include strengthening the recognition and cooperation of target groups,strengthening the publicity of the subsistence allowance policy,simplifying the application and approval process of the masses,and enhancing the recognition of the masses.The implementation environment includes creating a good environment for policy implementation,strengthening the openness of all links of policy implementation,and establishing and improving the supervision reward and punishment mechanism. |
