Study On The Problems And Countermeasures Of Public Transport Emergency Forewarning

With the continuous development of urbanization and the rapid development of public transport in China,public transport service have brought great convenience to people’s lives.But,frequent public transport emergencies have a huge impact on social life.While causing great losses to the safety of people’s lives and property,it also poses a serious threat to the development,harmony and stability of the whole society.Early warning as an important part of emergency work,effective implementation of early warning can take measures in the incubation period of crisis to curb the occurrence of public transport emergencies,prevention of casualties and property losses,more capable of responding to unexpected events,lay a good foundation for emergency disposal,advancing the disposal process,avoid endangering the expansion of the situation.So,it is very necessary to study the early warning of public transport emergencies in China.At present,China’s laws and regulations on emergency management are in the process of gradual improvement,but there still exists the problem of “focusing on the aftereffect rather than prevention ”,and the early warning policy for public transportation are even less.This paper comprehensively USES the relevant theories of public management such as crisis management and collaborative governance,and USES the research methods such as literature research,interview and questionnaire survey to study the early warning problems and countermeasures of public transportation emergencies in China.It has established the “three main bodies” supported the professional service enterprises and organizations of government departments and the public.At the same time,the early warning “five mechanisms” composed of legal mechanism,organization mechanism,decision-making mechanism,operational mechanism and information mechanism are constructed to form the theoretical mechanism basis of “three subjects and five mechanisms”.Summed up the public transport emergency early warning in China are ill-prepared to government departments,professional service enterprises and organizations function weak,social public participation problem such as negative lag,a further analysis of early warning mechanism is not sound,early warning and decision-making mechanism is not effective,early warning mechanism is imperfect,early warning information system is not smooth,and inadequate public warning consciousness and ability.And through the excellent experience of developed countries and regions for reference,the establishment of a sound early warning system,the use of modern technology and network communication for early warning monitoring,the wide participation of multiple subjects and the construction of social early warning culture inspiration.In order to improve the early warning of public transport emergencies in China,promote the development of urbanization and social harmony and stability in China,and ensure the safety of people’s lives and property,it is suggested that government departments should pay more attention to the construction of early warning mechanism,including linkage mechanism,information monitoring,early warning information issuance,improvement and practice of emergency plans,etc;Professional service enterprises and organizations should actively play their functions and participate in the linkage,including the operation of service enterprises,non-profit organization media in their own areas of capacity improvement;The public and the community should raise their awareness of crisis,actively participate in early warning,and play a strong role in ideology and behavioral ability.
