| The evaluation of government work is an impartment part of government work.In the context of the social governance system of the new era of " Construction,Governance,and Sharing",The public,as an important subject of the government’s shared governance,is crucial to the evaluation of the government.it will not only affect the public’s trust and political support for the local government,reflect the efficiency and effectiveness of local government administration,but also adversely affect economic development and social progress All along,the evaluation subjects are mostly internal government or third-party organizations.As the construction of service-oriented government continues to advance,the evaluation of government work gradually introduces public participation and emphasizes the public’s evaluation of government work.More and more studies have explored the influence on government work evaluation from social welfare policies,but what exactly influences social welfare policies? What are the intrinsic connections? How to clarify the relevant logical relationships? Addressing these questions provides empirical evidence for understanding and practicing the implementation of rural revitalization,alleviating rural relative poverty,and promoting common prosperity in the context of social governance in the new era.This paper starts from theoretical analysis,it explores the intrinsic mechanism of the effect of income inequity on government job evaluation by sorting out the literature related to income inequity,government job evaluation,income inequity and public service satisfaction and income inequity and government job evaluation,and based on relative deprivation theory,new public service theory and stakeholder theory,and then proposes the research hypothesis of this paper.This paper selects the sample data of the CFPS 2012-2018 as the main research object.Then establishes a panel regression model to empirically test the negative impact of income inequity perception on government job evaluation,and further introduces public service satisfaction to explore the influence mechanism of income inequity perception on government job evaluation.This paper finds that as the economy develops,the higher the sense of income inequity from the subjective perception perspective of residents,the lower their evaluation of government work.Examining urban and rural areas,for rural areas,the sense of income inequity shows a significant negative correlation with the evaluation of government work,while this phenomenon does not exist among urban residents.As the sense of income inequity continues to expand,once it exceeds a certain inflection point,it will reduce the due satisfaction with public services.Thus,income inequality has an inverted U-shaped effect on public service satisfaction,which first promotes and then inhibits it.Further analysis of the impact mechanism reveals that for rural residents,on the right side of the inflection point,the increase in income inequality leads to dissatisfaction with basic public services,which reduces trust in local government officials and leads to "unfavorable evaluation" on of government functions.The results of the robustness tests verify the credibility of the above findings.The contributions of this paper are:(1)By sorting out the logical chain of income inequity perception-macro policy-micro government evaluation,this paper clarifies the inner mechanism of income inequity perception and government job evaluation,and enriches the research related to both.(2)This study reveals the comprehensive dynamic influence mechanism of government job evaluation from subjective income inequity perception and objective consumption decision.(3)In terms of robustness,the dynamic panel generalization matrix is applied to eliminate the possible endogeneity problem of the model,and the conclusion still holds.This study provides an empirical basis for the government’s efforts to improve the level of public services,the results narrow the gap between urban and rural areas,and solve rural poverty.It also helps deepen and understand the process and evaluation of local government policy implementation in China. |
