Research On The Problems And Countermeasures Of Community Embedded Pension ——Acase Studyof Tai’an City

Community embedded pension service is a new form of pension in recent years.It is based on family pension and community jurisdiction,integrates family pension,institutional pension and community pension,integrates formal care and informal care,has the characteristics of government guidance,diversified investment and personalized services,and can provide professional,personalized and convenient services for the nearby pension of the elderly,which is deeply loved by the elderly.The elderly in many big cities have enjoyed the benefits of community embedded elderly care services,but in more third and fourth tier cities,the pilot of community embedded elderly care has just begun.Restricted by the level of economic development,it is impossible to completely copy the successful experience of other cities.Tai’an City is located in the middle of Shandong Province.It is an economically underdeveloped city in the province.The degree of aging is higher than that of the whole province（20%）and the national average（18%）.It is a typical "getting old before getting rich".The problem of providing for the aged is a major problem faced by the current social governance of Tai’an.In recent years,Tai’an City has gradually expanded the development scope of community embedded pension,actively applied for the national pilot,and the community embedded pension has achieved initial results.The research on the problems and Countermeasures of community embedded pension in Tai’an City can not only enrich the theoretical system of pension service,but also help to improve the ability of community governance,improve the quality of life of the elderly,and finally realize the equalization and inclusive pension.In view of this,this paper adopts the research methods of literature research,in-depth interview,case analysis and social investigation,and takes the social embeddedness theory and community governance theory as the theoretical basis and basis to study the problem of community embedded elderly care in Tai’an City,investigate the demand for community embedded elderly care service in Tai’an City,and summarize and analyze two typical cases,This paper reveals four problems existing in community embedded elderly care service in Tai’an City: the system construction is not perfect,and the relevant norms need to be improved;Lack of pension service funds;Lack of local and industrial standards;Lack of community service management.The causes of the problems are analyzed: the community embedded elderly care service started late;Limited community governance capacity;The financial burden of the government is heavy,and there is a contradiction between the profit seeking nature of the market and the public welfare of the elderly;Lack of professional elderly care service institutions.Based on the analysis of the existing problems and causes,this paper puts forward four countermeasures and suggestions: perfecting the community embedded elderly care service policy;Build a scientific and reasonable diversified financing mechanism;Improve the ability of community embedded elderly care service;Cultivating strong professional service institutions,improving service quality and other factors will cooperate with each other,complement each other and form a system,which will better meet the needs of the elderly and meet the challenges of aging.As the basis of social pension service system in Tai’an City,the role of community embedded pension will be further highlighted.The embedded pension in the third and fourth tier cities represented by Tai’an will realize standardized and high-quality development.
