Since our country entered the aging society in 2000,the degree of aging has been deepening,the number of disabled,semi-disabled,elderly and empty nesters has increased gradually,and the problem of old-age service has also been attached great importance by the government and society.In 2017,the State Council promulgated the "Thirteenth Five-Year Plan for the Development of the National Aging Career and the Construction of the Old-age Pension System",pointing out that we should continue to improve the old-age service system based on home,community,institution and medical care.Different pension modes meet different pension needs.With the continuous development and change of the elderly's pension needs,community "embedded" pension service mode emerges as a bridge and link between home-based pension,community-based pension and institutional pension.By embedding the professionalism of the old-age institutions into the community home-based pension service,providing professional home-based service and community full-care service for the elderly,opening community care centers and providing all-round services for the energetic elderly,the model effectively solved the structural problems faced by the traditional old-age service model,and its unique advantages made it become the future development of the old-age service in China.Big trend.As a new mode of community endowment,the community "embedded" service mode for the aged meets the diversified needs of the elderly to a certain extent,but because of its short development time,it inevitably exposes a series of problems in the initial stage of operation.Based on the above background,this paper takes the theory of social embeddedness,continuing care and the theory of home maintenance as the theoretical basis,uses the methods of literature research and statistical investigation to investigate the demand for old-age services of the elderly in Beijing and Shijiazhuang.Through regression analysis and other methods,the data obtained are studied and analyzed,so as to discover the existence of the traditional old-age pension model.Structural contradictions,the community "embedded" pension service model is the inevitable trend of future development,and in view of the problems encountered in the practice of this model,effective suggestions for its long-term development are put forward.The research is mainly carried out in the following five aspects:Firstly,the study of related theories and concepts.On the one hand,through literature review and review of relevant policies,combing the related concepts and connotations of pension services,in order to fully understand all kinds of pension services;on the other hand,listing the main theories involved in this paper,providing theoretical basis and support for this article,laying a theoretical foundation for the follow-up study.Secondly,the development advantages and opportunities of community "embedded" pension service model.By investigating the demand for old-age care in Beijing and Shijiazhuang,this paper makes a deep analysis of the supply,demand and utilization of old-age care services in the form of descriptive analysis and logistic regression analysis,and finds that there are structural dislocations between supply and demand in the traditional old-age care model.By comparing the advantages and disadvantages of several modes with SWOT analysis method,it is pointed out that the community "embedded" old-age service mode is the inevitable trend of future development.Thirdly,it explores the practice of community "embedded" service mode for the aged.This paper mainly introduces the development from "family embedded" old-age care to "institution embedded" old-age care in community.It also compares and analyses the community "embedded" old-age service modes in Shanghai,Beijing,Chongqing and Shijiazhuang,summarizes the experience and analyses the problems,and explores the development path.Fourthly,there are some problems in the community "embedded" service mode for the aged.According to the analysis of the above-mentioned survey data and the comparison with the practice,we find that there are some problems in this model,such as the neighbourhood avoidance effect of institutional embedding in community;lack of systematic experience;high investment and low profit,which can not keep the enthusiasm of private capital for long-term investment;insufficient support of resources,and resource sharing needs to be strengthened.Fifth,countermeasures and suggestions.In the future,the government should build a mechanism of trust and consensus to resolve the predicament of neighbors;strengthen government support,enterprise innovation,and jointly promote the development of the model;summarize the practical experience of various places,and form a replicable and popularizable model.At the same time,the development of this model requires the joint efforts of the state,the market,social organizations and families,and the participation and support of the whole society to continuously optimize the development of this model so that the elderly can have a healthier and fuller life in their old age.Community "embedded" pension service model has advantages in policy support,resource utilization,catering to the needs of the elderly and other aspects.The emergence and development of this model is the inevitable choice of social development,and it is also the complement and improvement of the traditional pension system.It is not only innovative,but also represents the future direction of development.At the same time,because this model is just emerging,in the initial stage of practice,lack of effective extensive experience,inevitably there are some problems.I hope that through the investigation and analysis of this paper,we can provide effective countermeasures and suggestions for the future community "embedded" old-age service model in-depth exploration and practice.
