Research On The Promotion Strategy Of Community Embedded Pension

With the deepening of aging in China,the research on how to provide for the elderly has been put in the most critical position.At the present stage,China urgently needs to realize the innovation of multi-level pension service management mode,better mobilize the strength of the market and social subjects,give play to the strength of families and individuals,and rationally and orderly promote the diversified transformation of pension service.Based on this,the community embedded pension model which integrates the advantages of institutional pension and family pension appears in the eyes of the public.From the perspective of social embeddedness theory,this paper defines community embeddedness as embedding multiple integrated resources,pension institutions and operation modes into local communities,service groups,and even economic,cultural and other social environments to study the interaction between the embeddeds and the embeddeds.During the on-the-spot investigation in Y community of H District of Nantong City,the author takes the premise that the community embedded pension needs to be embedded in the local area as the research starting point,takes the embedding of personal relationship,social relationship and multiple resources as the classification standard,and deeply explores the development status and practice of the local community embedded pension In the process,the advantages are displayed,and suggestions for improvement are put forward.At the same time,this kind of research can also provide reference for the "embedded" preconditions that need to be considered when the community embedded pension service is applied in different regions,and encourage the development of community embedded pension service in different regions to adapt to local conditions and change flexibly.The shortcomings and advantages of the research object are also the supplement to the practical experience of the pension mode.It is hoped that it has double significance in theory and Practice for the difference and popularization of community embedded pension in different places.Besides the introduction,this paper is divided into four chapters:The first chapter analyzes the emergence process and development premise of community embedded pension.Through the research on the innovation and evolution of foreign pension mode and the development dilemma of domestic traditional pension,this paper summarizes the operation principle of community embedded pension in the field of pension in China.And from the research level of community embedded pension service to be effectively "embedded" in different places,the premise points are divided into: 1.Pay attention to the embedding of personal relationship: meet the needs of service objects;2.Understand the embedding of social environment: understand the local social environment;3.The embedding of multiple resources: the combination of service providers and surrounding resources.The second chapter studies the local practice of community embedded pension.Based on the interview materials obtained from the embedded pension institutions in H District and Y community of Nantong City,the author understands the development status and advantages of the embedded pension institutions in local communities.From the perspective of the current situation of embedded personal relationship,community embedded pension has four advantages: maintaining close kinship,maintaining good geographical relationship,meeting the needs of "home care" and achieving the goal of moderate "socialization".From the analysis of the current situation of embedded social environment,it has the advantages of being close to the needs of the cultural environment for the elderly,conforming to the advocacy of the local policy environment,following the operation mechanism of the market environment,and obtaining the recognition of the social public welfare environment.From the perspective of the current situation of multi resource embeddedness,it has two advantages: perfect internal allocation and rich resources around the community.The third chapter analyzes the challenges in the practice of community embedded pension.Firstly,the challenges embedded in personal relationship can be divided into the dilemma of contradiction between theory and practice,and the limitation of traditional home-based care concept;secondly,the challenges embedded in social environment can be divided into four aspects: unable to meet the needs of personalized culture,lack of targeted welfare policy and supervision mechanism,improvement of service quality under market operation,and low spontaneous participation of public welfare organizations After that,there are some deficiencies in the embedding of multiple resources,such as the lack of specialization within the organization and the lack of demand-oriented integration of resources around the community.At present,scholars have not studied and analyzed the embedded pension services in different cities.The author finds that this mode of pension is affected by the local economic conditions,the density of the elderly population and the difference of the concept of the elderly.In the actual operation,the government,institutions,enterprises,public welfare organizations and so on have different problems,which is not a phenomenon of individualization.At the same time,the author summarizes the existing problems in the practical research area and gives some suggestions: 1.Expand the publicity channel of the new model of the elderly care;2.call for the precise formulation of the pension service policy;3.Improve the multi investment mechanism of the elderly service;4.improve the professional water level within the institution.The paper summarizes the development status and promotion strategies of the community embedded pension in this area,in order to provide reference for the future scholars on the differences of community embedded pension development among regions.
