Research On The Problems And Countermeasures Of Community Pension In Changchun

With the rapid increase of the population of the aged,China has gradually entered the aging society.The attendant old-age problem is becoming more and more prominent.How to provide for the aged and how to provide for the aged has become a social problem to be solved.There are many drawbacks in the traditional family pension and institutional endowment,and the emergence of community endowment has happened to make up for the shortage of both,which has become the new trend of the current old-age care.Community care can not only let old people in home care and wish to provide professional care and care for the elderly,while reducing the elderly loneliness.Based on this,strengthen the construction of community care services,continuously improve the construction of community care service system,will greatly reduce the pressure of the government pension,maintaining social harmony and stability,but also provides a good environment for our country to accelerate the implementation of the social transformation of the economic structure,should be the community's concern and recognition.Firstly,this paper introduces the severe trend of aging development in our country,puts forward the urgency of implementing community pension service,analyses the current research status of community pension service at home and abroad,puts forward the theoretical and practical significance of community pension service,and then elaborates and defines the concepts,definitions and theoretical knowledge involved in this paper.Secondly,by collecting literature,questionnaires and interviews,this paper introduces the current policies and measures of community pension service in Changchun,and analyses the existing problems and reasons.It is believed that Changchun should face up to the crux of the problem in order to continue to carry out community pension service: bound by traditional ideas,lack of public opinion and propaganda;Functional departments have unclear responsibilities,lack of perfect policy support,poor professionalism of pension service personnel,insufficient number of service personnel,insufficient investment in community pension service funds,lack of basic service facilities and so on.Finally,through learning from the successful experience at home and abroad,this paper puts forward some countermeasures and suggestions for the community pension service in our city,including: strengthening the construction of community pension personnel;developing and improving mutual assistance projects for the elderly;perfecting theconstruction of institutions such as Changchun Old Age Industrial Park;and introducing and expanding community pension paid services.
